Picasa still can be used as a perfect photomanager in Windows computers because they are less restrictive then Apple computers, but it has no connections with Google Photos and Gmail anymore. But that is not needed for building a valuable collection in any cloud and then Google Photos is not a bad choice and if you would have started on Picasaweb before 2016, you still can use these old albums on Photos. You can't expect the right brains at Google anymore for revitalising Picasa into version 4.0 for Windows and for modern Macs, so the version I am using is 3.9.141.259 for Windows from December 2015 and the comparable version for Macs may still work on old Macs, but not on modern ones anymore. So if you are on such a modern Mac, you can forget about installing old Picasa. But I also can not predict what happens if Windows-10 is upgraded to 11 at the end of this year.
I do know too less about Macs to be able to judge if the current Apple Photos app is a good replacement for Picasa, but it must be good enough for most basic edits. So the problem is more: how to get your iPhone-pictures synced to Mac instead of Google primarily. I use OneDrive, but you may use iCloud for that function, but not for permanent storing, so I drag the synced pictures into a neutral folder.
And after editing, I simply use the uploadbutton in photos.google.com to update my 2021-album there. The Google Photos-app on iPhone will show duplicates, but then I can delete the local pictures.
In this way you can restrict Google for viewing and sharing and some album organisation and that works well for me and with much more safety then having photos on iPhone only.

This seems to become a general complaint and of course Google has no general briefing about recent bugs on top of the forum page, so we only can guess what may be wrong.
First check via one.google.com/storage if you have a large number of GB's for Photos merely, because you also can have a lot of GB's for Drive and/or Gmail (which always have been counted).
If press the Recover storage button on photos.google.com/settings and wait a day.

I see many people saying to go to photos.google.com and in settings click recover storage, but I don't have the button to click which I assume is because it sees I an using no Google photos storage and I can't upload anything because I am way beyond my storage. So backup and sync is failing to compress files before sending, and I don't have the ability to click recover storage, and to make matters worse google photos has some photos in it that were uploaded from a previous phone so I can't simply delete everything a restart the sync process. So I am not sure what you are saying to do here, I have never had drive sync connected to any folders on my local computer. What I did...I turned off BAS from syncing any folders, went into Drive and delete the photos folder under My Computer (on drive.google.com)[this was the only folder in My computer], this did not free up my quota right away but when I checked the next morning I was back to my 2 GB utilization for only Gmail. But the end of your directions basically say to select the folder again, choosing nothing different than I had configured the first time (I don't have any Google drive folders synced to my computer). I see what you are getting at by only monitoring folders that are likely to change, but I don't see how this will make BAS work and not take up my google drive quote. I just started BAS chewing on a single folder from my picture archive, I suppose we will see what happens and if it starts using quota again. I am not sure if this matters, this was a brand new Win10 install and not upgrading from GPB. So far I see the folder coming back under My Computer in drive.google.com...no quota used yet but it seems like that will take a little while to update so I will check tomorrow. I guess what I am trying to get back to is simply backing up to Google Photos and nothing to do with Google Drive

But non-compatible files sync to drive only and take a lot of storage in the Computer tab.

SOLVED: Have recently solved this and similar issues after chatting to Google Support:
Step 1: Make sure within the settings for Google Photos that you have High Quality checked and not Original Quality checked.
Step 2: If you had previously had this checked and have now unchecked it, you need to delete the Google Photos folder that has now appeared within your Google Drive. Rest assured that deleting the folder in its entirety will not delete your photos / videos from the cloud.
Step 3: Back in Settings for Google Photos there'll be a button for Recover Storage. It's right next to Buy Storage. Clicking this will recompress your photos and videos back to a size that does not contribute towards your data plan.
Note that videos of more than 1080 HD quality and images over 16 megapixels count towards your data unless they are compressed down in this way. Any media taken after you have checked High Quality will automatically get compressed.

Probably, the photos must have been sent and auto downloaded from other social media applications, for example - Facebook Messenger, WhatsApp, etc. to your phone (Android) and hence, Google Photos has picked it up for a sync/backup (maybe) or it can be that these photos were download to your device from the web and has been auto synced to Google Photos as a backup.
It shouldn't be a case where some one else has the access to your Google Photos and Google Account, until you haven't shared your login credentials with anyone. In case, you need to figure out where did the photo come from and sent it to you, I recommend have a look at other communication media (social sites and apps) assistance just to cross check.
Another possibility, is when an album is shared to you by others in Google Photos. Do you have any shared albums as such?

- Check the app trash to make sure there are no photos and videos mistakenly deleted
- Empty the trash
- tap the account icon at the top right
- tap your email address and select Use without an account
- Power down/up or restart the device
- sign in again making sure you are using the correct email
- Do not turn on Backup & sync
- Wait until Getting photos has finished
Check the status and let me know how things now look.

I followed your instructions and it was taking a while so I left it running overnight. When I woke up this morning it was still running and saying "setting up photo library". I needed to do something else on my phone so I exited photos, when I went back in it's no longer setting up photo library and it hasn't restored those missing albums and now I'm missing a lot of other albums that I'd set up in my library.
How do I fix this? I really hope I've not lost them.
Is it possible because I went into another app on my phone that its stopped the process? Do I need to start all over again?

Could you try installing Gallery Go by Google Photos to see if the Folders view gives more detailed information about our photos.
Also please confirm the method of restoration and the status of the web trash at https://photos.google.com/trash
Another thing to try is to go to Play store and search for Google Photos and tap Uninstall. This will roll to the factory built version to see if the behaviour is any different.

I have two different devices currently during the update, and the editing options are different for both on the same account.
If you feel this is an error, please use your Feedback menu option under the profile icon in Photos to report the issue so the team can track software / hardware combinations that are contributing to the symptom.

By allowing brand accounts only a 15G max Google is creating major problems for brands. I wish there was a way to expend that storage somehow. Maybe Google will notice the problem and offer that one day. Even though I am paying for unlimited Google drive I would pay for more brand storage. They need to make sure people know that from the start when they create their new brand account.
