The Google Photos app acts as a portal to view the Device copy AND the Google Photos 'backed up' copy. It does not store any photos.
 
Photos actually IN Google Photos can only be seen at the Google Photos Backup location - Tap here ans sign in with each account to check if the photos have actually been backed up.

Please delete the Google Photos app and if installed, the Google Drive app.
 
Now go to https://photos.google.com/quotamanagement to work out where your storage is being used, deleting from the web will not affect your iCloud photos.
 
There is also and option to Recover storage at https://photos.google.com/settings
 
If you want to install Google Photos again, do not switch on Backup and no more photos will be uploaded.

Although there are multiple ways to transfer the content from the internal memory of the phone to an SD card, doing so through Google Photos allows retaining the backup and sync aspect.
Please follow the steps below to achieve the transfer.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then tap others after the tick confirms the first selection
  • You can also long-press and stroke down while still in a pressed condition, to select a batch.
  • Next, tap the 3 dot menu top right.
  • Tap Move to folder.
  • Tap New SD folder, type a folder name then tap Create.
Note that if the photos are backed up to Google Photos this will not remove them from the Photos, and even if the new folder is not selected for Backup & sync any contents will still be deleted if you delete that using the Google Photos app.

To bring back the pics to your phone's gallery, either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

The Google Photos app acts as a portal to view the Device copy and the Google Photos 'backed up' copy. It does not store any photos. This means that any account you select will see all the device photos but it does not back them up, only the account specified in Backup & sync settings will back up any photos. You can see the actual backed up photos at Photos - Google Photos - Tap here when signed in with each account.
 
You might consider setting up a new user account.
 
 
After creating a new user you can switch to it and set up a completely separate profile with it's own Photos and camera settings.  For example you can switch between the two accounts and have no common apps or settings.  Switching is quick and would allow two Photo accounts to be used completely independently.

I suggest you read this article first & then proceed to delete.
 
When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
  • Disable Backup and sync on the device
  • Move the photo to a non-synced folder before you delete it from Google Photos. 
  • Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

Understand your difficulty.
 
However, you can ask Google Assistant to do that job.
 
Hold the phone in front of your eyes as if you are going to shoot a picture. Keep your hand steady & also ensure you are not covering the lens.
Then say, "Hey Google take a photo".
 
A countdown timer of 3 seconds will start. Once that stops, the camera will click a picture of the view in front of you automatically.
 
If you can't hold your hand steady, park the camera on some support in front of you and repeat the steps.
That should resolve your trouble.

I take video with my phone and it is automatically backed up to web. I then move it to not synced folder on phone, but when I delete that video from web it is still deleted from phone even though it is in folder that should not be syncing.

How can I stop this from happening and is there any way to restore deleted videos?

You should copy that movie into a non-synced folder and then delete it in the original folder. 
When moving, the file stays connected to Google.

Unfortunately no matter where a photo or video is moved or copied to a backed up or not backed up folder. If the Google Photos copy is deleted and the trash subsequently emptied the photos or videos will also be deleted.
