Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.

Okay, that should not be a problem as long as you occasionally monitor your space and clean-up some files BEFORE your hit your limit.  These might be helpful:
 
Remember, avoid hitting the limit because it might preclude you from sending email messages, etc.
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

I can not get my photo app to sync to my google photos on my new 4a. I transferred all of my data via usb from my old pixel 1 to my new 4a during set up, so I have my photos that were stored on my old phone, but I can not get any of the photos that are only on my google photos. Likewise, I can not back up any new photos to my google photos. The main photo app page is stuck at "getting your photos..." and the profile menu (the circle with the initial at the top right corner) is stuck at "back up is on" and "getting ready to back up". It has been days stuck at this.

I have already contacted support (via chat) and gone through trouble shooting. They said they can not help me any further as we exhausted the support they can offer. They told me to send feedback to the developers on my phone via settings > about this phone > send feedback about this device, and I will just have to wait for the developers to get back to me and until then, I am stuck without being able to use my google photos. He said that I would get a ticket ID after I submit the feedback (I am guessing through e-mail) and unless it is just taking a while, I have not received any such ticket. 

Support also suggested that I post to here, so here I am. I will try to go over all of the trouble shooting I tried as well as support tried. 

-Turning the phone on and off
-Closing and opening the photos app
-Clearing the photos app's cache and storage
-Disabling the app for 5 mins and then enabling it again
-Turning off the wifi and data off for like 20 mins and then turning them back on
-Turning the back up on and off
-Changing the photo quality to 'high quality' instead of 'original quality'
-Plugging the phone into the charger and waiting
-Quadruple checking that the back up settings are correct and set to the right account (same account as the rest of the phone)
-Force stopping the app
-Turing off my screen lock
-Clearing all app preferences (for all apps)
-Disconnecting the app from my google account and reconnecting
-Deleting updates and reinstalling them

I am getting frustrated because I really need this feature. I imagine the developers are rather busy and it will take quite a while to get a response from them, if at all (the feedback area simply just sounded like a "hey, tell us if you like your phone" kinda thing and not a place to actually put in support tickets). So, any help would be greatly appreciated.

On my google drive page I've deleted everything that I didn't specifically manually upload, but every time I try to get ride of things my usage only seems to increase.  I've done nothing but delete from it for the past days and I went from about a GB used to 18.5 GB which is in excess of my 15!  I'm completely at a loss.  What is happening.  The only files I can see that might account for all the usage are under my "Recent" tab where I see a never-ending list of pictures.  These are the pictures I'm supposed to be uploading to google photos.  But I see them here also.  Attempting to delete them would be a Sisyphean task since I estimate I've got over 50,000 photos saved in my google photos account.  

You know I've had google photos on my phone and PC for a few years now and it worked perfectly.  Never an issue.  But now there's some sort of crossover with my Drive account and I'm completely befuddled as to what the hell is happening.  Why is my drive account filling up with my photos?  Are "ALL" my photos still being uploaded and stored in google photos? What's is getting lost?  Have I, in my efforts to clear out my Drive, inadvertently permanently deleted photos from my google photos?  The entire thing is a compete cluster####!

To the developers of google photos.  I loved your product.  I recommended it endlessly.  But now I don't know what is happening and frankly this episode has soured me to the product.  Forevermore there will be a cloud over what was lost?  

YOU told me to switch to backup and sync.  I did.  Now it's all gone to shit and I"m willing to bet I'm going to be asked to do A, B, C to fix it.  Really disappointed.  That said, what do I need to do to fix this situation?

David, have you checked the preferences in Backup and Sync? There is a size setting that must be set to High Quality in order to not use your storage space. To recover storage used by photos accidentally uploaded at Original size, open Google Photos on web, click the 3-line menu and then Recover storage. Here's a video: https://youtu.be/0L04oeyn3-Q

Thanks for your reply Chris Guld, but as I said, I'm not a novice to google photos.  I've been saving my photos at High quality (free unlimited storage) for years.  As for recovering storage, google photos is showing 242.3 MB, while the Drive is up from 18 GB when I made my original post to 27.4, and I've done nothing to make this happen.  There is an automated process working somewhere in the background filling up my Drive and it is somehow related to google photos.  The thing is officially broke at this point.  I'm literally sitting here watching it burn and I'm helpless.  Just ridiculous.

OK, but did you check the setting on Backup and Sync? It could be set differently from the Google Photos you've been using for years. Backup and Sync is a Google Drive utility - Google Photos is secondary. It does have it's own setting for upload size - if that is set to high quality then all your photos go to both Drive and Photos with no storage space used by either. If you have that set to High Quality and yet the photos are using Drive space allotment, then something isn't right - that is not the expected behavior. Here's an article I wrote about Backup and Sync. Let me know if anything in there helps, or if you disagree with something - also let me know here.

I believe that the only way that you can get phone support is if you are a member of Google One.  Definitely don't use a search engine to locate a support phone number because OFTEN they are fake numbers posted by scammers.
 
I suggest that you try using the Chat function here.  I am guessing that if you are a Google One subscriber (I am not, so I can't confirm) that it MIGHT show a phone number.  Otherwise, use the chat function and tell them your situation - hopefully they will have history in their system

The most straightforward way is probably to put everything you want to share in an Album, and then share the link for the album to your friend.  (Note: adding images to an album does not increase your storage usage).

  4. Select photos or videos for the album.

I have a new Pixel 4a, and I've transferred apps & data from my older phone (which the Google transfer process said was completed). But Photos is showing the  "Setting up your photo library" message. I can all the photos from July 1 and earlier, but nothing after July 1. If I take a photo with the phone, it'll show up. But I have several photos after July 1 that don't show. And it keeps showing the progress indicator with that message. 

  • I have keep my screen active for hours, yet it seems that no progress is made. 
  • I've restarted my new phone. Still no progress. 

Also, Backup is turned on. When I go to Photos settings, it says "Getting ready to back up.

It seems that Photos is stuck on some sync process, but I'm not sure how to troubleshoot it or to reset that process (which I thought restarting the phone would do).

  • Upload the picture in high quality. That will produce some size reduction.
  • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.

if you don't back up the videos to Google Photos they are lost when switching to another phone. Therefore I recommend that you connect your current phone to a computer through a USB cable and copy all the videos and photos there. From the computer you can also upload the photos to the https://photos.google.com website so that there is at least another copy of the media.
 
To take care of your precious memories, when switching to a new phone be sure to never discard the old one until you see all your photos and videos on the https://photos.google.com website using a computer.

What you are seeing is a result of switch on "Live captions" through the accessibility menu on your phone.
