I have two google accounts it seems…one on my android phone and one on my iPad. I have paid for extra storage up to 100G on one account and the other is trying to tell me its nearly full. I never deliberately created the two accounts…I think it just makes a new one per device. I have shared photos from one to the other so I can see all of them but would love to merge them to just one account with 100G and see all pics on each device. Any help would be appreciated.

  • Did you use "Partner sharing" ? Then all you need to do is activate the option to save the shared photos to the account having more storage. That will add the photos to the "Photos" tab of that account. 
  • If you want to transfer albums you will have to do that manually one by one.

I completely agree googles face recognition is not that good, I would appreciate the option to add faces manually or at least tag a certain person in the picture when they cannot be identified by face recognition. Especially since COVID has us wearing masks it never recognizes anyone wearing a mask. Google get on this please!!!

Head over to https://photos.google.com/quotamanagement  This should give a clue on where the storage is being used. Large photos and videos >5MB are listed and can be reviewed by tapping on the thumbnail to open then select the (i)nfo icon to see more detail about the files.
 
Storage may be reduced by going to https://photos.google.com/settings and using the Recover storage option.

Gsuite user, no access to that tool (even though I am the admin).  All photos are now deleted.  

The problem was I had shared to google drive at some point, as I deleted from Photos the storage was then counted against Drive.  Once deleted in Drive, and a suitable amount of time passed....the storage freed.

Have you tried clearing the cache files of Google Photos app?
 
To clear cache files follow the following steps.
  1. Open the 'Settings' app 
  2. Find the 'Apps' menu. In some versions, it can be called 'Application Information' or 'Applications. '
  3. Find the Photos app from the list and tap it.
  4. Tap the 'Storage' menu.
  5. Select the 'Clear data' option.
  6. click on clear Cache.
Open Google Photos after that and check if everything is back to normal.

There are no duplicate removers because it are no duplicates, but look-alikes with some difference caused by you and thereby you have to decide which one can be deleted. 
But first you need to explain what you have been doing that they were created.

The Google Photos app does not contain photos: it shows what you have on phone and/or what you have at Google. Thereby no classic dup-detector will help, unless for detecting photos with the same filenumber on phone - but these will be very rare.  
But after so many years of complaints, you would expect a bit of intelligence from Google - not for removing automatically, but to make our decision about what should be kept more easy and efficient. 
Too difficult I am afraid :-)

You can usually got to Android Settings; Storage; and format the SD card as Internal. See below if it isn't obvious as you may have to ask the maker or raise an Android question.
