The Google Photos app doesn't have this feature right now. However, you can do so through another app Snap seed.
To do so, please follow these steps.
  • Tao to open the photo
  • Tap Edit
  • Slide the menu bar with the leading tab "Suggestions" towards the left to reveal the option "More". Tap on that
  • Slide the menu bar with the leading tab "Markup" to reveal the option Snap seed. However, that will be available only when you have Snap Seed installed on your phone
  • Once in Snap Seed, tap on the Tools option in the bottom row,
  • On the next screen, tap on "rotate"
  • Now, in the bottom bar, you will see a filled and another hollow triangle juxtaposed. Tap on that.
  • That will create a mirror image. Save this new edit.

Once the backup & sync is on, never delete the pics directly.
Else, because of the sync action, you will lose both the one on the phone and the cloud at the same time.
 
Nevertheless, to remove pics from the phone gallery but retain the copies in Google Photos is relatively easy.
 
To do so, tap on the photo you want to remove & then slide up.
Below the photo, if you find the text "Delete from device", then tap on that. 
If not, the photo is not there on the cloud & you need to upload that first.

The unarchive option you will find in the Archive collection itself.
 
To do so, tap Library -> Archive. Then, long-press the first photo you want to unarchive. Once done, a tick will appear on that. You can select many more by tapping the small circle that would become visible in every photo at the top left corner.
 
Once selected, tap the three dots & next to the text unarchive.
That will bring all the selected pics to the gallery.

Please try clearing the app data. You can do this by long tapping (tap & hold) on the Google Photos app icon and tapping the "i" to open the app info > Storage & Cache > then Clear storage. Clearing the data will essentially be a fresh install, the only thing lost will be your settings no actual data. It will take a while (several hours to a day maybe) for the app to to sync with your account on the server.

This is problematic now because of reason unknown to us - maybe related with the outcome of a new Google Drive for desktop app. 
Please use the feedback option under the question mark on photos.google.com
They will reply with "Thank you" automatically and thereafter you can start waiting until Christmas.

If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
 
3. Review other options

  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

I want 'Google Backupand Sync' to only upload all pictures from my 'Pictures Directory' (including all subdirectories) in 'High Quality' and ignore all pictures in 'Google Drive Directory'. 

When I select my 'Pictures Directory' in Google Backup and Sync' all photos and videos  in the  'Pictures Directory' will be backup up, but will not be uploaded to 'Google Photos' and will consume my Google Drive storage. 

I could make my 'Pictures Directory' a subdirectory of my 'Google Drive Directory' which would still consume my Google Drive storage. 

But, how can I upload my photos and videos if my 'Pictures Directory' a not a subdirectory of my 'Google Drive Directory' and I have not chosen to backup my 'Pictures Directory'?

What effect does the setting "Upload newly added photos and videos to Google Photos" have, when 'Google Backup and Sync' does not even know, where my 'Pictures Directory' resides?

How can I tell  'Google Backup and Sync' where my 'Pictures Directory' resides in order to "Upload newly added photos and videos to Google Photos"?

Uploading pictures from 'Google Drive' to 'Google Photos' using the 'Google Photos' Web UI is possible only for single subdirectory of my 'Google Drive Directory'. It is not possible for the directory, which I have specified in the 'Google Backup and Sync'.

You can perfectly do this, because your Pictures-directory does not have anything to do with your Google Drive Directory - you only need to have the option to upload to Google Photos on and you may need to exclude certain filetypes under Change - like technical screenshots. 
Then the Pictures-directory will get synced to the new Computer-tab on Drive and the contents will be uploaded (not synced) into the library of Photos only (without creating albums there). 

I assume that your Pictures-directory contains (old) pictures shooted with normal camera's. 

The Google Drive directory only will contain folders downsynced from Drive - maybe including the Google Photos folder which will contain phonepictures merely. Because the GP-folder is not updated anymore, this way of building a backup does not function anymore. But this problem can be solved in other ways. 

Maybe I did not understand you quite well - but that's how it normally works.

Normally every computer has a Pictures-directory, but you may not see that if your have chosen All files and folders. In this screenshot, you see that Pictures-directory (old word) in the selection window: 



It just is the folder named Pictures (note: the lower part of the window is changed lately). 

And I still assume that this directory was filled by picture from normal camera's in the past and not yet uploaded to Google Photos by other software like Picasa or the former Google Photos Backup. 
You should be able to check that on https://photos.google.com

Perhaps you have a directory created yourself outside the standard folder on your harddisc. But then a good screenshot may help - else it becomes difficult.

Thanks for your answer, and yes, my Mac has a default pictures directory. 

But I do not want to use the default MacOS pictures directory, as this directory contains pictures that I need for the Apple TV and the Mac screensaver and the MacOS photo library, that I do not want to be uploaded to my Google Photos. 

And when I point 'Google Backup and Sync' to my custom 'Picture Directory' (just like your 'test' directory) it rather backs the pictures up and does not upload them to 'Google Photos'.

Your screenshot is from a Windows PC. 

'Google Backup and Sync' seems to behave different on MacOS. 

Any custom pictures directory is backed up and not uploaded to Google Photos. 

Only the MacOS default pictures directory is being uploaded to Google Photos. 

Sadly Google did not document this behavior, took me a few hours to figure this out. 

After cleaning up my MacOS default pictures directory and checking it in the 'Google Backup and Sync' settings everything works fine...

I do agree with Peter: if the upload to Google Photos was not checked from start, it does not help anymore if that function was switched-on later. That also would have been the case if you would have chosen the MAC library and had deselect the metadata included under Change to prevent that garbage on Drive and Photos. 

Your information was quite confusing - also due to mentioning some Google Drive folder. 
So I am sorry that I have tried to get you back on normal trails.

Did you ever see the photos in another location, such as on the photos.google.com website or the app on another device?
 
Just because you can see photos by opening the Google Photos app, that doesn't necessarily mean they've been backed up. Google Photos also acts as a viewer for photos that are stored on your phone. 
 
Your profile at the top of the Photos section of the app will tell you the status of your backup. Unfortunately it does not indicate the status of individual photos.
 
This indicates backup is pending (recent photos not yet backed up). The arrow will be gray if it's waiting for wifi
 
Dotted line around around profile indicates upload in progress, the line turns solid to indicate progress, then disappears once the upload is completed
 
 
This indicates backup is disabled for this device or account
 
Could these photos also be backed up anywhere else- service provider backup (I know Verizon offers this), Dropbox, OneDrive, etc? I suggest looking in every possible place just in case.
