To reduce the photo size, you can do so through these two options in Google Photos.
  • Upload the picture in high quality. That will produce some size reduction.
  • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.

There is no "Gmail account" or "Google Photos account". You just have one account -- a Google account -- and with that account you have access to multiple services owned and operated by Google. This is why you can't find any information on how to delete your Google Photos account - because there is no such thing.
 
Google Photos is a service that anybody with a Google account can use, just like they can also use Gmail or Drive or Calendar or YouTube, etc. 
 
That being said, it's unclear what you're trying to accomplish. If you want to stop using Google Photos, you can just download to your PC any pictures that you've uploaded, then delete whatever is in your account and stop using the service. 
 
There is a formal process you can go through that will disable the Google Photos service on your account, but that's a rarely used extreme option. Perhaps if you gave some more context and details about what's the problem we'd be able to find a good solution.

  1. Navigate to your Photos library and select the picture you would like to have made into a print.
  2.  Swipe up on your screen.
  3. From there, there will be an option "Order Photos", select this

Photo prints are fulfilled by local retailers (WalMart, CVS, Walgreens in the US). You may not have a participating retailer close to you or that option may not be available in your country.

The free up option removes the originals of backed up pics from the phone.
That creates space to capture new photos.
Restoring the backed up pictures would be defeating the whole purpose of the free up space exercise.
 
To bring back the pics to your phone's gallery either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.
However, that will not restore the local folder structure.
There is no requirement to join Google One. The option is available to everyone. 
However, the method may not be helpful to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.
 
However, that would not regenerate the old folder structure. You will have to do that again manually.

First, I completely understand your situation. I've encountered some instances like this with my family pictures. I think the algorithm does a great job 98% of the time. However, it's the 2% of the time it does not work that seems to cause the most headache. The advice I have may not be popular, but I have found it to be meaningful. 
 
The best practice for this is patience.
 
I have found that the system "triggers" scanning more often after an upload of a high number of people pictures. If you're able to do so, keep taking the pictures of yourself and upload. This may help "jog" the algorithm. You can always delete unwanted pictures after Google Photos recognizes your face. Also, please continue to monitor all of your people albums (https://photos.google.com/people) and be sure to check to ensure none of the people are hidden within that menu.

An option to automatically download from Google Photos would be very welcome. However, you do not have to download one by one:
  • You can select up to 500 pics and download them. See here how to select multiple pics.

  • You can download all photos that are in an album: 3-dots > Download all.

Answer:

Backup & Sync is not suitable because the syncing from Photos to Drive is broken by Google recently. 
But it can be used for uploading old pictures stored on your computer from a normal camera.

Besides: you must discern between what you have on Photos only and what you still have on your phone. 
For the online pictures, the method Jan has described is the best one, because you have the chance to organise on computer, eg in yearfolders gradually. 

For the offline pictures on your phone, you best can use the OneDrive-app on your phone which syncs directly into the filemanager of your Windows-computer and weh you move these pictures to your own folders immediately, they will not fill the online cloud at Microsoft (you only have 5 GB for free there). 
Thereafter you can stay using the OD-app next to the Google-app.

A digital photo can be printed in any (standard) size, so there is no original size. 
But if you have shooted some old object of 10 centimeters (4 inches) height and you would have a print in which this object also is shown in about the same size, you are in great troubles.

Now- with that out of the way let's deal with Tammy Ellison 7352's post in  Google Photos.
Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.

Sorry to hear that, but many say that they were backupped because you have seen them in the Google Photos app - but that were your phone photos. 
You should look straight in your Google cloud at photos.google.com in the Chrome-app (or in the browser on your computer) and then you should be sure that you are logged-in with the same Gmail-account as used in the past. And if you are not able to that, it becomes too complicated to find back anything hélas. 

And if it were shared photos by her which were not saved in your library, they also could get lost because Google has stopped her account. Then you need to go into the complex steps explained here: https://support.google.com/accounts/troubleshooter/6357590?hl=en

I only can hope for the best - no Google here, just volunteers.

My old phone broke so i switched to the new one and  photos from old phone where saved on google photos, but most photos from 2020 are lost. I also had 2 albums and one of them is completely lost including all the files in it. I didnt delete any of these files so if is there any way to get back ALL of the google photos that i used on old phone.

And no explanation why 2020 is missing - if they are not on photos.google.com in the Chrome-app, they never were backupped at Google at your current account - but they may have been backupped into another account, including that missing album (albums don't contain files but just links to the mainstream).

There is no other explanation that these photos were not backupped in your current account, but perhaps in an older account. And we can't look over your shoulder. 
In this thread you can find an overwhelming amount of information how to find lost photos, but you should be aware that they also can be lost forever due to whatever wrong actions from your side or from your children if they are allowed to play with your phone.

There is no max, but you may have blocked her accidently. 
But first try another method: open the album and go to Options under the 3 dots and then copy the link. 
Then start a new mail mesage (or chat message) and hold your finger in the text area for a second until you see the word Paste appearing and tick that. Then your friend should be able to view the album by ticking the link received.

Such albums are in cloud only and preparing an album for sharing also are changes, so backup must be on and you must have wifi. Or some recent files added to the album were not yet backupped at all.

PS: it does not look as if that album contains normal family pictures and then there maybe the risc that someone has reported the album for abusing normal service conditions.

  • Tap to open the photo.
  • Tap the three dots at the top right corner.
  • Now, you will see a thumbnail of all the identified persons and also a pencil icon as illustrated in the screenshot below. Tap that icon.

When the quantum of photos to awaiting the free up action is too large & also the phone has very little space, the "free up space" command fails to do anything. 
The app may also crash.
 
To mitigate the problem, please start uploading manually. 
You can do so by moving a part of the pics to a desktop PC & then upload to Google Photos.
 
Once a sizable space is free, you can use the "Free up space" option without any glitch.

Free up space & free up storage work on two different domains.
 
Free up space is for removing the originals from the device once those are backed up.
The purpose is to create more space on the device.
Since the pics are already there on the cloud, this action doesn't take any cognisance of whether there is space on the cloud or not.
 
Free up storage is to remove unwanted items from the cloud & create more space there on the cloud.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.

and run a scan for anything to recover.
