If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.

If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them.

Most likely because because there were still some pictures waiting before you have switched-off backup. 
Or when you add a new picture to an album at the lower part of the Library-page. 
Because then it needs to get uploaded also. 
What you have at Google is fully private, but it is up to you what you are sharing.

Sorry Karol, but you did not tell that. As said: with backup off, nothing will upload unless you add pictures to albums manually. If you check one.google.com/storage, you may have a lot of GB's for Drive & Gmail and perhaps you can delete many years of mail which are not relevant anymore. Just to gain a bit more space for Photos, because also uploading old photos will take some storage now. But at storage saver quality about 2x less then in original quality. 
I don't think that it is a good idea to have old pictures at Google only, unless you have a good backup for modern pictures.

I didn't add it to album manually, all I did was moving files from SD card to the internal memory of my Android device. It started backup even though this functionality is turned off.
Maybe it's some sort of a bug then? 

I don't want to delete any of the files from my Google account, I need most of the files that have relevant size.

Sorry again, but you did not tell that. 
I only can guess that the files on sd were synced in the past, but that they were changed by moving to internal memory and thereby got updated or even are  duplicated on photos.google.com
Your behavior is quite extreme and can not be analysed easily as a bug which is important for many. 
No Google here - just volonteers.

If these videos have been on your phone only, the trash is emptied 30 days after your deletion automatically. If they also were backupped at Google, the trash will be emptied 60 days after your deletion. 
So if not emptied by yourself (and thereby neglecting the serious warning about permanent loss), you simply have waited too long with recovery from trash. 
And then it is hopeless.

Good morning. There are several reasons why you might get that message. First of all, you need to know that your Google storage is shared between Photos, Drive, and Gmail. So, any emails with attachments, files uploaded to Drive, and non-Pixel pics and vids will count against your storage. 

The first thing you should do is check to see what is actually taking up your available storage. View your Drive storage info by clicking HERE. Beneath the pie chart is a link that says "View Details" and clicking that will show you how much space is being used up by Drive, Gmail, and Photos. 

So, it's possible that Photos is not responsible for using up your storage. But, also remember that if you upload pictures to Google Photos from your PC or laptop, or from a different phone, those pictures will count against your available storage if you upload them at Original Quality.

If you have uploaded the same pics through another Google account inadvertently, then follow these steps to delete the pics through that account.
  • Remove the account from Google Photos.
  • Visit the link https://photos.google.com through any browser on your phone & login using the credentials of that second account.
  • Delete all the pics uploaded to date.
That will ensure your pics remain intact on your device.
Once done, you should never add the second account once again in Google photos.

It sounds most likely that one of two things is occurring, either:
 
1.  You are in the Google Photos app and hitting the Trash icon.  Don't do this.  Either use the "Free up space" function  for ~all backed up images~ or "Delete from device" from the 3 dot menu for individual images.
 
or
 
2.  You are using ~iCloud Photo Library~ and Google Photos simultaneously.  Don't do this either - their architectures are different and they are not designed to work well together.
 
"Free up space" will ~Delete~ all local copies of images which have been uploaded to Google Photos.  I say ~Delete~ because they will remain in the "Recently deleted" folder of iOS Photos for about 30 days unless you explicitly delete them there.  There may also be a handful of residual images left for various reasons (you can see these in the iOS Photos gallery).
 
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

If the pictures that were on your old phone are not visible in the Google Photos app on your new phone, that means those pictures were never actually uploaded or backed up to your account. Or you're not logged into the same Google account on the new phone. 
 
The only way to verify for certain that your pictures have been successfully uploaded from your phone to your account in the cloud is to visit the Google Photos website from a computer. If your pictures aren't visible on the website, then they haven't been uploaded. 
 
If that's the case here, then unfortunately there's nothing that Google or any of the volunteers in this forum can do to help you recover your pictures. Nobody here has access to your account or your files, and Google can't help you recover files it never had in the first place.

I upload "Orignal Files" from my Motorola Device as you can see, as it says 2 years of Orignal Files storage won't cost me any storage so I used up like 38 gb of storage and it never increased even 1 mb out of that 15gb until today. I don't know what kind of bug is this but I would like it fixed. I called google customer support and talked with a specialist, he provided me additional 100gb for 14 days so my issue can be fixed that's why the screenshot says 36% filled out of 100gb. Is there any way to fix this issue? Or whom am I supposed to contact for this?

Although justified, any other option involves previously failed attempts to get to the bottom of who in Google is responsible for complying to the terms of the Motorola offer.  I can submit a bug report but am not hopeful of Google responding positively within the timescale of your temporary increased storage expiry. My opinion is that this is more of an account issue which your specialist should be responsible to sort out.  A bug report would require co-operation from you to jump through hoops to convince the Google Photos team that this is withing their remit.
 
Please advise how you want me to proceed,

Ok so I need to better understand this - I appreciate your help. Basically:

1. I scanned a bunch of photos
2. Google Photos sync has synchronized them. These photos appear on Google Photos
3. On my computer, I edited the photos to straighten them, crop, etc.  I did not rename the files
4. I restarted my computer to ensure the Google Photos sync can pick up the changes
5. Even after letting it sync all night, Google Photos does not reflect the updates
6. The updated files are in Google drive

So how do I get those updates to reflect on Google Photos?

1. Move photo out of the folder being monitored by Backup and Sync
2. Confirm delete which deletes the Google Photos copy 
3. Edit photo 
4. Move back to monitored folder
5. I have all my photos in Albums so go to https://photos.google.com/search/_tra_
6. Add the new upload to it's Album

If you moved them before changing the Remove option they would have followed the existing rule.

a) if that was Delete from everywhere they should be gone
b) If it was Do not delete from anywhere they will still be in Google Photos

It looks like it removed the moved photos from Google Photos. One thing that was not clear.

Before this thread, Google Photos sync had not updated my edits. It then uploaded the edited versions of those photos in addition to leaving the unedited versions of the same photos in Google Photos.  So I deleted the unedited versions from Google Photos (they didn't exist on my computer anymore).

When I tried your steps, it asked me if I wanted to delete those photos from my computer.  Seeing as those unedited versions have the same filenames as the edited versions on my hard drive, I told it NO and to RESTORE the photos.

It seems this step resolved any issues as the "restored" photos are basically the same as the edited versions, so it looks like it's all good.

Just a final remark: all this fuss (including Drive) would be ridiculous if Google did not broke the syncing connection between the Picasa photomanager and Google Photos last Eastern, while having said that we could go on with Picasa as usual after they decided to stop with supporting the software and with Picasaweb in 2016. 

Apart from that sick decision, Picasa created albums on Google Photos (like before on Picasaweb), while B&S only uploads to the library on Google Photos once. So apparently we need to learn that the syncing folders on Drive are our real backup now while Google Photos is just there for sharing stuff via our mobiles mainly. But don't dare to delete on Google Photos, because then you will delete on Drive also and eventually on desktop additionally. 

Nevertheless it would be appreciated that TC's report the missing sync to Google Photos because that is no expected behavior by any serious new user of B&S - even without any long term usage of Picasa before. 
But I assume that these reports already were written since the first appearance of "Google Backup" in 2014.

To bring back the pics to your phone's gallery, either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.
