It is wrong to name this a mistake, because they are warned that their deletions from trash will be permanent - so it just is stupid to go on then. 
And why they are doing that all the time? - no one tells for what very good reason.

Nevertheless, I suggest you go through the following alternative on how to bring pics to the gallery through the cloud.
 
To bring back the pics to your phone's gallery, either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.

  • Logged out/back in three times
  • Uninstalled app and rebooted iphone four times (tried logging out, then uninstalling and uninstalling without logging out).
  • iPhone X, fully up to date (ios and apps)
  • changed lots of settings from on to off and back on in the hope of triggering some sort of action (backup, face grouping, limit cache size)
  • Made a few photos with the iPhone, they do appear in the first photos tab and when backup is ON they also appear in google photos on my browser (so that way it is working) however I never see any pics stored in the cloud.

driving me nuts by now.

However, you can post the pics on the cloud to Instagram.
 
I have done that many times.
 
To do so, selected multiple pics in Google Photos & then tap the share  symbol.
Next in the apps list, select IG. Then IG will show two options, "Your Story" or "Close Friends". Select the desired one & finish.
 
Still, if you wish getting back the pics to your phone's gallery, please go through the information below.

If most of your files are not at photos.google.com when you log-in with the Gmail-account used on that cracked phone, it is hopeless. Else you simply could log-in with that account in the Google Photos app on your new phone and you will see them appearing. 
We can do no more - no Google here. 

PS: perhaps you can bring that cracked phone to a repair station - not for repairing, but for copying the photo-content in its memorychip.

Why do you think that you have duplicate photos: the Google simply shows the same photos as the Samsung gallery - you only can speak about duplicates if you have many look-alikes on photos.google.com, but then they are caused by wrong usage somewhere. Or just by pressing the shutter too long.

Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos. 
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.
