I completely understand where you're coming from. Could you please confirm from where did you deleted the photos?

Meanwhile, just to let you know that once if the Photos and videos are backed up to the Google Photos then deleting the photos/videos from the Google Photos will also get deleted from your device.

Deleting them from your device gallery/iCloud wouldn't delete the backed up copy in the Google Photos/Cloud. However, if you delete them from the Google Photos/Cloud it will get deleted from your device/iCloud. Unfortunately, there isn't way to delete them.

I went to photos.google.com and in batches of about 500 at a time, would delete the photos.  The original copies staying on my desktop hard drive.  In photos.google.com, I then emptied the trash.  After tweaking my photo collection on my desktop in numerous folders/subfolders, I want to re-upload them back to photos.google.com using the Google Backup & Sync (B&S).  I add the folder in B&S to then sync, and B&S will go through the pics in its scrolling progress bar, saying each one is "updated."  So what I think is happening is that photos.google.com still has "placeholders" of my photos still in it, and B&S will sync with those empty placeholders in thinking that the photo is already there.  How do I clear out those placeholders (or whatever is making B&S sync when it should do a full upload)?

Ich habe letztes Jahr ein Lenovo Moto Z gekauft und Google Photos wirbt damit, für 2 Jahre einen unbegrenzten Foto Speicher zu bieten. Nun musste ich mir jedoch Speicher dazu kaufen, obwohl die 2 Jahre nicht vergangen sind und ich laut dem Screenshot nur 3,2 GB hochgeladen habe. Ich habe jedoch in Wirklichkeit schon ca. 24 GB hochgeladen. Nutze auch ausschließlich nur dieses Handy für die Funktion. Verstehe also nicht warum nur 3,2 GB angezeigt werden und warum der Gratisspeicher nicht zur Verfügung steht.

dein Screenshot zeigt, dass du 24 GB deines Speichers verbraucht hast.
Dieser Speicher wird von den Produkten Drive, GMail und Google Fotos verbraucht.
Prüfe, welches wie viel Speicherplatz benötigt.

Der Screenshot zeigt außerdem, dass du bisher von deinem MotoZ 3,2 GB an Fotos hochgeladen hast, die auch bis zum 1.4.2019 nicht auf den Speicherplatz angerechnet werden.

Wenn also der obere Link einen Speicherverbrauch bei Google Fotos anzeigt, dann für Fotos, die du vor dem Besitz des MotoZ in originaler Qualität hochgeladen hast oder auch jetzt über andere Uploadmöglichkeiten, wie Browser, Backup & Sync Tool.

There is no option to change the background colour.
However, you can zoom a portrait photo to fill the screen.
Similarly, make the screen horizontal to view a landscape picture.

You can change the the date and time through Google Photos.
However, the information will remain within Google Photos only.
 
The below is the text appearing on the official help page.
You can change the date and time stamps for photos and videos using a computer. 
When you change the date and time of your photo, the edited date and time will appear in Google Photos. But if you share it with other apps or download it, it may show the original date and time saved by your camera.
  1. On your computer, go to photos.google.com.
  2. Place your cursor over a photo or video. To select the items you want to update, click Select.
  3. At the top right, click More.
  4. Click Edit date & time. For multiple selections, you will see two options:-
    • To specify a date and time for the first item and automatically adjust the dates and times for the other pics relative to that, click Shift dates & times.

Strange and very abnormal. 
But you can reset the app quite easily. 
  1. Choose "Use without account" under your profile circle. 
  2. Close the app and close all apps. 
  3. Restart the phone and when having good wifi for hours, start the Google Photos app. 
  4. Fill your gmail-account under the circle but do not switch-on backupping yet. 
  5. Give the app the time to rebuild its database. 
  6. If ready, switch-on backup and choose the right settings.

For viewing older pictures and movies which are not in your gallery anymore for space reasons, you need to have good wifi or connection to your mobile network for viewing because they are stored in a somewhat compressed form at Google. Else you should have payed for more space at google since long. 
That quality is good enough for pictures, but less good for movies and quite likely your older movies always have had a lower quality then modern movies (HD versus FHD).

Extra space at Google is needed when your stuff is stored in original quality and that is determined by your backupsetting since years. So do check that under your profile via settings > backup. 
If on high quality (storage saver) the quality saved at Google always is lower - especially for videos. And if you have started with shooting 4K videos they get downgraded to 2K videos + additional file compression. 
Hard to say more about, but the problem always is at the user because at Google the quality is not changed. And as long as the originals are on phone, you see these instead of their copies at Google.

That is the setting in the browser of your computer, but you are referring to your phone (Android), so I assumed that your were shooting your photos and videos via your phone primarily. 
So you need to look to the backup-setting in the Photos-app on your phone.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.

and run a scan for anything to recover.

As long as these "ugly icons" are not stored in the Camera-folder on the Librray-page, but in some other folder (as should be). that other folder does not need to be backupped. So it is wrong game-design if it puts its backup in the camera-folder - that's is not according to Google rules :-)

But this forum is run by volonteers, so we can't report your problem as a bug unless many are starting to report the same problem. So it can be a personal problem only and I would suggest you to report this via the feedback option under your profile. You don't need to include a screenshot because that is impossible. 

PS: if I do the same, I simply see both qualities with my preferred one selected. I am on version 5.50 in Android-11 on my Samsung.
