The main camera of the A21 has a resolution of 48 MP and that produces extreme files of 15 MB on average while the safe value for mail-attachments is about 10 MB, although in Gmail you can go to 25 MB - but that amount can cause problems at some receivers. 

So the A21 is bad design: better a good 12 MP camera like on iPhones then such a monster because it also causes much storage usage at Google and thereby the need for paying for more space soon unless you don't use Google Photos for backupping at all - but why you are asking here then? 

You don't write which mail-app you are using, but I assume Gmail. 
Then you can try the following: 
  1. Select one picture in the Google Photos app and hit the share icon (lying V).
  2. Then select the M at the bottom and select original quality (will be around 15 MB). 
  3. Then try to send the mail. 
If not succesfull, the provider of the selected receiver does not allow such large attachments. So delete the unsuccesfull message in the Outbox. Then: 
  1. Select up to 5 images in the Google Photos app and hit the share icon again.
  2. Then select the M at the bottom and select reduced quality. 
  3. Then try to send to the same receiver. 
If succesfull, the receiver only can complain about their quality and the missing data, but for most receivers this is no problem because they don't know better due to Whatsapp which delivers comparable quality with missing data. 

Let us know how it goes. 
This probably will work without problems

They were of around 800KB, and 2000 images/videos(these are of more size) means atleast 2.0 GB storage should have freed.

# The quantum of photos to be backed is high.
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.
 
Can you please go through these checks & confirm that these are addressed?

Although there is no apparent option to delete the photos automatically added to a person, you can do so in bulk through the following steps.
  • Open the collection.
  • Long press on the first photo.
  • Next, while in pressed condition, stroke down your finger to select multiple pictures.
  • Once you reach the bottom, tap the bin icon.
After that, all the photos appearing against that specific person will vanish immediately.

The files you delete goes to trash now

Sorry, once converted to HQ unless you have another backup solution like OneDrive, Amazon, DropBox, etc you cannot recover the original photos.
 
Small isn’t automatically reduced quality, I use HQ and have never seen any quality reduction, Peter

When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
  • Disable Backup and sync on the device
  • Move the photo to a non-synced folder before you delete it from Google Photos. 
  • Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

The photos with a writing on it are saved as copies, so these can't be edited anymore.

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.
