As you're experiencing issues while using the Google Photos app on your device and are unable to view GoogleLens on photos, let's try few steps to see if they help:
Close the Google Photos app and re-launch it.
Sign out and sign back in to Google Photos with the same Google Account.
Clear App cache and data:
Open your device's Settings app (not the Google Settings app).
Touch Apps.
Select Google Photos in the list.
Touch Clear cache and data.
Uninstall updates of Google Photos app on your Android phone:
Visit the Google Play Store.
Open Google Photos.
Touch on uninstall updates.
Restart your device.
Note: Google Lens will work on any device with the latest version of Google Photos. Currently, Google Lens can only be used if your device language is set to English.

Thanks for posting in the Google Photos Help Forum.

I understand and I know how important Google Photos is for you. Unable to back up photos can sometimes be upsetting. I'd recommend trying the below steps to check if they resolve the issue:
  1. Open the Google Photos app on your mobile device .
  2. At the bottom, tap Assistant .
  3. Read the first card. If it says:
  • "Back up & sync is off": Tap "TURN ON" on the card to back up your device's photos and videos, including ones you capture in the future.
  • "A photo or video was skipped": A photo or video on your mobile device doesn't meet our upload requirements:
    • Photos can't exceed 75MB or 100 megapixels.
    • Videos can't exceed 10GB.
It does take approximately 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. It's possible that Google Photos is merely scanning your library again, the scan will take some time, but it shouldn't re-upload the photos entirely as duplicates. The app may look like it's doing this but it's actually doing a re-scan of the photos.

Please give the below steps a try in a sequence to help narrow down the issue:
  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.

Can you clarify which platform you are using?
 
The text entry feature is available only in the phone app.
Here is a screenshot.
 
 
Nevertheless, on a desktop, there are multiple options to do so. Hence there wouldn't be any need to rely on Google Photos.

Regretfully, the markup feature is not available on iPad.
 
Nevertheless, you can add text through MS paint.
You do not need any other program to open the picture. Nevertheless, you have to download that first on your local drive.
Next, open the photo, click the icon A in the ribbon. Click the mouse pointer where you want to position the text & then start writing. You con change the font, size etc. just like the one in any Word document.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.
 
Nevertheless, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.
 
By the way: This is a peer support forum where volunteers answer the queries.

There is a box in the Google Photos application called Archive... That is not possible on https://photos.google.com, but you always can create an additional album with another selection for sharing to a specific group.

But that does not mean that such an additional album need to be kept eternally: often a short period of a month is enough. Most people just view once or twice and it seems very rare that they download selected pictures to their computer or to their own library and that can be done within a few minutes also. 

Personally I start a year-album for ourselves and a second year-album for near family and friends and these albums grow gradually, but the family-album grows more slowly just because I am much more selective. 
My own year-album will be kept forever, but the family-album will be deleted at the start of a new year because then I will start a new year-album for them. 
That habit also prevents a growing garbage of small shared albums with individual links.
