Sorry to hear about the lost phone.
Any third party application that would allow you to do remote access on your phone would have had to already been installed on your phone.
I'd suggest you consider securing your account first. 
From the Android Help Community.... Clearly you don't want to erase the phone option, since that would delete your images you want to back up. But there other options are usable.
Find, lock, or erase a lost Android device
If you lose an Android phone or tablet, or Wear OS watch, you can find, lock, or erase it. If you've added a Google Account to your device, Find My Device is automatically turned on.
To use Find My Device, your lost device must:
  • Be turned on
  • Be signed in to a Google Account
  • Be connected to mobile data or Wi-Fi
  • Be visible on Google Play
  • Have Location turned on
  • Have Find My Device turned on
Tip: If you've linked your phone to Google, you can find or ring it by searching for find my phone on google.com.
Remotely find, lock, or erase

After arranging for the takeout, have you deleted everything on the Google Photos cloud? 
If no, then the program will skip uploading any repeats.

However, if you have done so, then you will have to use the backup and sync app for the desktop PC. You can download that through photos.googl.com & install it on your PC.

The .json files do contain additional info about the photos. These files cannot be uploaded again, but the .jpg's can. But सीके is right that photos will be skipped to avoid duplicates. Therefore you will have to delete the original uploads before you upload again. 
I do not think that you have to use backup and sync: I always upload manually and did exactly what you describe lately. I also always upload manually to an album: even when photos are skipped to avoid duplicates, the will be added to the album.

My wife has multiple issues using the shared albums. 

Firstly because photos has no way to stop uploading videos when on wifi it tried to upload a video that was too big which then broke syncing. 

Secondly because the syncing was broken I setup a new shared album but my wife couldnt access it despite having an email sent via the photos app and via a link it jsut froze saying loading when you clicked the link, didnt show in shared etc. 

Finally had to delete all app data (as no way to just log out of photos app and log back in) 

Managed to get some of the shared libraries to show but then when selecting on the one that we really care about (of our newborn son) even though it is listed it says cant find link (the link still is correct and hasnt changed). There is no way to reinvite her via the app and when trying the link it says cant find link either. This has opened my eyes as to what a half baked application it is and how limited it is.

@Roeland even it would for your account, it would be hopeless for 80GB. 
The transfer is very fast, but you need to select all files in a chosen folder and that is terrible unhandy on Drive. And then the next folder and the next and the next. 
So forget about. 

The only way would be to sync down your folders to PC via the Drive-section first (then you need to have 80 GB space on pc at least). And then to upload via the Computer-section to Photos.

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:

when my girlfriend shares photos from her account to mine and I save them in my account, these photos often have a very bad quality (checked in the Android app on my phone and also via browser on a laptop), i.e. instead of the original 12 MP they only have 0,5 MP and are also very small (~ 50 KB) - this looks like some thumbnail or so. Geo information is also missing, then.

We are both using high quality setting (with unlimited storage) and have enabled to keep geo information on sharing.

By the way, if I check the conversation in the sharing section and select a photo there, the details show full resolution.

thanks for your reply.

I have deleted one photo and re-added it (both on Android) and now it has the full resolution. But I had that issue multiple times in the past, so it is not a one time glitch.

I use "save" in the sharing view, there are no shared albums involved.

Yes, we both have backup and sync enabled.

If the file type is one of the prescribed ones & the size in MB is within the stipulated limits, you can upload or backup the screenshot in Google Photos.
File types that can be backed up:
Photos: .jpg, .png, .webp and some RAW files.

However, your photos won't be backed up only if they are:
Larger than 75 MB or 100MP
Items are smaller than 256 x 256.

I have a Pixel 2 XL and I did a factory reset.  Everything is working normally except for Google Photos.  When I started to the app it doesn't load any of the thumbnails from the photos I have backed up to my account.  I can see them on the web at photos.google.com but in the Photos app it says "Getting photos..." at the top and the blue bar is moving, but nothing ever downloads.  I uninstalled the Photos update and tried and still nothing.  I installed the latest version again and it's still the same. 

I can search for a photo by date or person or category and then it will show up, but it is not downloading all of the photo thumbnails like is usually does after a fresh install.

    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

Yeah I did all that already.  It appears there's something wrong with my account.  Google Photos on my tablet also stopped synching new photos, and I installed Google Photos on my Chromebook and it has the same effect as my Pixel 2 XL after the factory reset.  None of the photos will sync from my cloud account to Google Photos on my phone, tablet, or my Chromebook.  It's all one account, so it seems like something is stuck with my particular Photos account.

It's still stuck on Getting Photos.  I even downloaded the Photos app to my Chromebook and it is doing the same thing.  None of the photos are loading.  I also noticed that on my tablet that no new photos are being synced down to the tablet.  There is definitely something wrong on Google's end.  I see quite a few posts on here the past few days with people having the same issue.

Thanks for writing back.

Could you please try using the Google Photos app by switching the phone to Safe Mode? In Android 4.1 or later versions, to reboot into safe mode you have to long press the power button until you get the options menu which has the following options –  Power off, Airplane mode, and Silent mode. After getting these options on your screen, long press the Power off button, you will be getting a message that prompts you to reboot your device to safe mode. By tapping the OK button, your device will reboot into safe mode, which will disable all third party applications you have installed.You can be sure that your device started in safe mode by seeing a safe mode indicator on the bottom left side corner of your device screen.

Good afternoon,

When logged in to photos.google.com on any browser (including my Galaxy S9) all photos & shared photos are easily visible. Since July 8th 2018, I have lost visibility of all Google Photos from before July 8th 2018 in the Android Photos app on the Galaxy S9. On my older Galaxy S5, everything is synced up & all photos are visible.

I've tried booting in to safe mode on the Galaxy S9 & uninstalled/reinstalled the Photos app. This did not fix the problem.

To clarify, when in the app on my Android the new photos are visible (since July 8th) however, the photos from before this date are not showing up in the app. The photos are all there (since 2015) when I go to the website (not the app). To troubleshoot this, I've uninstalled the app, cleared all data (multiple times) & completed a factory reset on my stock Galaxy S9... nothing has worked.

In addition to this problem, I see in the app that my shared photos with my wife (Janice) should also be populating in my 'Photos' tap in the app. They do not populate in that tab, but are visible in the Shared libraries (set to save automatically).

I've tried so many troubleshooting measures & am truly stuck. I would simply like to see the shared photos in the 'Photos' tab in addition to the photos from before July 8th 2018.

Because nobody replies, I only can advice you to log-in on https://get.google.com/albumarchive with that old account in the browser of your laptop, because Picasaweb is closed since August 2016. 
Most likely you never have created albums yourself and then you must look under Autobackup to find a large amount of dated albums with one or more pictures each. 
Just come back here to tell what you see and what you want to do with that "garbage".
