I have tons of similar forms and papers that sometimes only have different date or signature and what I noticed, Google Photos recognizes them as duplicates and do not show up them in the folder so I can not sync them.

How can I turn this option off?

Welcome to the Google Photos Community Support Forum & thanks for your query.

That's an unusual expectation.
Customarily, users seek a solution on how to avoid duplicates!

Nevertheless, you can do so but with some workaround.
If the metadata in the photo file is different, the Google Photos program accepts uploading even exact matches.

On a desktop PC, right-click the photo & open the dialogue "Properties".
Then select the header "Details
Here, you can write something in the field "Title" and then click apply.
Now you can upload the same file.
The title will be visible in the description field in Google Photos.

Thank you for your answer. Unfortunately, it does not cover the issue.

 When I take different pictures with my phone they named differently and have different times and data and I have all of them in my Gallery app on Samsung. Seems like Google Photos does not look at this data and just compares pictures by how similar they are and if they are too similar as in my case it marks them as a duplicate.

Thanks for your feedback. I noted that somewhat late.

To demonstrate how Google Photos allows duplicates, here is a screenshot of two identical pictures.
The filename of the picture on the right is DSC01560.JPG
The filename of the second picture is DSC015601.JPG
Here I added a comment "Test Duplicate" through the properties box.
I could upload that as a distinct one even though I did not process the photo in any other way.



Since the date and time is identical, the photos are appearing side by side.

If these similar pictures were shooted on different dates & times, Google does not see them as duplicates. 
But different filenumbers are neglected. 
So your problem can not be explained, unless all other metadata is the same.

To transfer all photos from Account A to Account B - use the Partner account feature.
 
From Account A - click the Sharing menu
  1. Add partner account should pop up, click Get started. If it doesn't pop up, maybe you already have a partner account set up - you would need to stop sharing to the existing person since you can only have one.
  2. Select your partner = account B
  3. Select settings = All photos
  4. Send invitation
From Account B - open the invitation and accept it
Choose to automatically save all photos to your library
 
That's it. In a few minutes all photos from Account A should be in Account B. After you verify that - you can delete Account A.

I understand and I know how important Google Photos is for you. Please give the below steps a try in a sequence to help resolve the issue:
  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.
