I recommend sending this as a feedback to our product team directly. Here's how you can do so:
  • Go to photos.google.com.
  • At the top left, open the Menu , then select Send feedback.
  • You can tell us things like:

    • Things that are confusing or don't work

Photos uploaded at high quality before June 1 2021, Will not count towards your Google account storage.
 
If you have uploaded photos at original quality it will count towards your storage even if it's before June 1 2021,
 
If you have a pixel you can upload photos at high quality for free.
 
 
Google account storage is not just photos storage it can be of Google drive, Google photos , Gmail etc they all count in 15gb storage.

A complete reset of the Google Photos app may be required.
  1. Check the app trash to make sure there are no photos and videos mistakenly deleted
    • Empty the trash
    • If you have deleted a lot of photos without access to the web this alone may resolve the problem.
  2. tap the account icon at the top right
  3. tap your email address and select Use without an account 
  4. Power down/up or restart the device
  5. sign in again making sure you are using the correct email
  6. check that the Backup & sync settings are correct and using the correct email
  7. wait until getting photos finishes, could take a while
    • Please wait until it completes leaving the app open and plugged in if necessary.

The app acts as a portal viewer showing the content on the phone also along with the one on cloud.
That creates a impression everything is backed up.
However, unless to make the backup & sync on & then ensure the backup is not stuck for any reason, then only there will be some content on the cloud.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

I am attempting to create an album and share that album. I've successfully created multiple albums (both plain albums, and shared albums), however once I share the album it is deleted from my list of Google photo albums. If I search for the title of the album the following message is returned:

Additionally the individuals that I share the album with are also not able to view the pictures as they too cannot follow the link. 
I have tried with an album of ~50 photos, and and album of 1 photo with the same results.

An album may contain many thousands of pictures - not very friendly to share, but that should not not the cause. 
Maybe you don't have space in your account anymore? 
Please do check the details on https://www.google.com/settings/storage
Problems with that also can be caused by having too much uploaded to Drive lately. 
And there maybe a hidden storage thief by uploading pictures to Google Maps. 

No other reasonable cause I can think of.

I should also say that I am able to find and view an album I create until I attempt to share that album. Once I've attempted to share is when the album is lost.

The link you mention is the beginning of the URL of a shared album indeed. There is a shorter link starting with https://photos.app.goo.gl/ which you get when you click the "Share" icon > Create link, or when you click the 3 dots > Options. That short link brings you to the same URL. 
I cannot think of a reason why albums would disappear when you try to share them. Do you still see them in https://photos.google.com/sharing? And if so is there the option "Show in albums" under the 3 dots?  Note that I mean the 3 vertical dots, not the 3 connected ones.

When I go to share, the album deletes over half the photos. The photos are still in my phone and backed up but refuse to go into a shared album. To bring back the pics to your phone's gallery, either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

If you are shooting 4K movies without notice, your have uploaded extreme files which take long to get processed. And you also may have run out of your 15 GB free storage space at Google. 
Check one.google.com/storage for your Gmail-account and then come back to report.

PS: if you mean that have chosen 50 pics to let Google create a movie, we have no experience with that.

# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.
 
Can you please go through these checks & confirm that these are addressed?

So my Laptop broke where I had my main Memories folder (photos and videos) synced to Google Photos through Backup and Sync but the hard drive is fine.
Now I have removed the hard drive and moved it to another computer keeping everything the way it was, even the same drive letter.
Now the question is: should I sync the Memories folder again from the new computer? I have over 140GB of files and I'm afraid that they will get duplicated in Google Photos where I already have lots of albums and it would be a real mess if all the files will uploaded again.
I don't see any settings in Backup and Sync that handles such situations and I really don't know what do.

Any suggestion guys? I've read a bunch of threads on a similar topic but I'm still not sure what to do here.
I'm on the latest Windows 10 64 bit if this helps.

Thanks for stopping by the Google Photos Help Forum.

Google Photos has identical duplicate detection, where if you have uploaded photos to Google Photos already, it will not re-upload the same photo (each photo file has a unique "Hash" that allows us to determine this).

Hence, Google Photos avoids uploading duplicates, when different upload methods or devices are used, as long as the photos aren't edited.

But the message keeps reappearing, as every time the computer is restarted, the B&S tool checks for changes. And these (already existing) photos apparently are considered as changes despite the fact that they are already synced ... I have been looking around on the web for a solution to this issue (that many people have), but no solution found yet... The problem is that it slows down the computer for quite some time, depending on the number of photos with that particular (erroneous) feature.

I ended up finding a solution to this issue myself. Just a warning that there may be significant risk involved with doing this but because google hasn't helped anyone yet, I felt I had to take matters into my own hands. There is an option hidden away in the Backup and Sync desktop client that lets the client upload duplicate files. Once this option is turned on all my duplicates were uploaded to photos and all error messages were resolved. Also, all my local files were shows as synced once again instead of showing sync error icons. To perform this edit, it takes a bit of research but I'll give you the basics. first you need to go get DB Browser for SQLite. SQLite is the database the photos client uses. After getting that tool you can use it to open the settings database. Generally the database can be found here C:\\Users\\YourUserNameHere\\AppData\\Local\\Google\\Drive\\user_default\\sync_config.db though your system may vary. Use the browse data tab to view the data contained in the data table. Finally, scroll down until you find the setting copy_duplicate_photos. You can edit its value from a 0 to a 1. Restart the backup and sync client and away it goes. Just to be clear, there may be ramifications that are unknown from doing that. I set the option back to 0 once my files were synced. Honestly, if all that sounds like crazy talk to you, you probably shouldn't attempt doing it. Its just sad that google has the means to help people but they just don't. Good luck everyone.

      When you attempt to manually empty the trash bin in Google Photos, a warning message box appears that explains you are about to permanently delete those pictures and videos.       If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them. 
       
      Files that existed only on your phone, ones that were never uploaded to the cloud, cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place

      Since July 3 2021, I can't download any photo in my Google Photos (except the videos is still working normally). Whenever i press the "Download" button, this page keep showing up like this:

      Also, it's taking so long to upload a photo or a video on my Google Photos. Example as i'm uploading a video with 73MB, it took me 15 or 20 minutes to upload the video. This happened to me since July 3 2021 too.

      What's wrong with this? Please, fix these as soon as possible.

      The amount of free storage space you have with Google is shared between Google Photos, Google Drive, and Gmail.

      This means that email attachments in Gmail, original quality pictures in Google Photos, and certain file types in Google Drive will all reduce the amount of space you have left.
       
      Visit the Google One storage page to see your current storage usage. Visit the Google One Storage Management page to view more comprehensive details about your files along with options for cleaning it up to create more space. 

      This info should go a long way to helping you figure out what's responsible for using your storage.
