Next, when you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
  • Disable Backup and sync on the device
  • Move the photo to a non-synced folder before you delete it from Google Photos. 
  • Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

I was running out of space so I deleted photos off my phone that were supposed to be backed up on Google photos. Somehow they got deleted off Google photos. So in order to avoid that again, can someone tell me how to fix this?

The only option you have is to move the photos to a PC using a USB cable which will give you a chance to recover if photos are not backed up.
Or use the 3 dot option to delete from the device one by one. It will give a permanent delete warning if not backed up. 
Emptying the google photos trash may also clean up some space if you have deleted any without being online because it stores the deleted copy in data sometimes.

2. Select Edit
3. Select Adjust 
4. Select Blur

If the option isn't showing it may not be available for that image, try a portrait photo. 

Also visit Play Store, and make sure all updates have been applied.

Google Photos is not interested in folders, just in content. 
But if you delete a photo in the app, the original is deleted in the first place and if backup is on, also its copy in the cloud. So you end up with nothing unless in trash. 
If restored from trash I would expect that the file is back on the Photos-page at its original date position. You can check that via Recntly added on the Search-page. 
I am not sure if the original file comes back on phone, even if its original was not removed. 
A bit hard to test for me, so hard to say more.

Backup is off.
To test, I created a folder, placed an image in this folder. Then deleted the photo from Google photos app, the photo moved to trash. Now the folder was empty, so I deleted the folder using file manager. When I restored the photo, the photo did not appeared back in Google photos app, nor the folder appeared.
Don't know where the photo is being restored. There must be a failure to restore the photo, or the folder must be created by the Google photos app in case the folder is deleted, I believe.
I think if the folder does not exist during the restore operation, it will result in loss of the photo.

I do think it is an abnormal situation which can't be escalated as a bug of the Google Photos app.

It is not very likely that anyone will repeat your obscure procedure, so you better can report this straight to Google via the feedback option under your profile circle right-up.
As far as I could test, the files restored from Google trash land nowhere because their destination folder does not exist anymore.
Better to spend your time on creating nice webalbums instead of fuzzling around with folders, because these albums will survive your phone and can be viewed on other personal devices also.

Although there are multiple ways to transfer the content from the internal memory of the phone to an SD card, doing so through Google Photos allows retaining the backup and sync aspect.
Please follow the steps below to achieve the transfer.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then tap others after the tick confirms the first selection
  • You can also long-press and stroke down while still in a pressed condition, to select a batch.
  • Next, tap the 3 dot menu top right.
  • Tap Move to folder.
  • Tap New SD folder, type a folder name then tap Create.
Note that if the photos are backed up to Google Photos this will not remove them from the Photos, and even if the new folder is not selected for Backup & sync any contents will still be deleted if you delete that using the Google Photos app.
