Your phone maybe too old for Chromecasting via the Google Photos app. 
But it still can work from YouTube and there you may have nice video's also - but no personal ones. 

And you can try https://photos.google.com in the Chromebrowser on your laptop because that can work perfectly.

Not your Pixel-phione was bugging, but some nasty Google notification which only should appear as a serious warning when having less then 10% space on Pixel. But almost all folks tumble into that pit, so please: write an angry feedback to Google via your profile that they should be much more clear and also offer the option to keep 200 recent photos for socialising via stupid apps like Instagram who still seem to have no connection to Google Photos which already exist since 2015. Not from a small company :-)

But you can install the Google One app temporarily to download 200 recent files for free just for comfort. 
Nevertheless you should learn to use the Google Photos for quality sharing - why else you have a Pixel. 
Social media ruïne everything.

Thanks. My phone was indeed on very low space, and since it proved hard to get all my photos from Google Photos to my Mac, I gave up and said okay. But it definitely isn't clear that you won't be able to access them from other apps on Android devices.

Okay - then the warning was correct.
But you also should blame apps like Instagram (from Facebook) that they can't connect with Google Photos - I can't check that (after years Whatsapp is able to do that, but on a bit obscure way). 
But you can follow my advise about the Google One app. 
Else you need to open one photo and then hit the 3 dots to see the download-option. Such downloads can be found in the Restore-folder. 
 
PS: you should be aware that shooting 4K movies use large amounts of GB's of local space.

You always can ask Pixel-support, but it is a main and stupid Android-problem since years compared to the almost identical version of the Google Photos app for iPhones: there you easily can select a recent month for downloading back to phone and that is often enough for most daily usage. 
But you still should realise that the Google Photos app is your main photo-app - not Instagram or whatever.

Hello Charles,

Thanks for posting in the Google Photos Help Forum.

It can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

The issue is not with syncing and uploading the photos from the iOS device, it is that the iOS device does not fetch photos that have been uploaded by other devices - only those that were taken from that iOS device.  The photos are on the Google cloud and the Android App (and until about 2 weeks ago iOS) work as expected.  I have uninstalled/reinstalled the app.

Go to your Google photos order and click on the order so the details page is shown, then  you click on the three dots in the top right hand corner of the screen on tablet and PC, there's is an option to "download your book as a PDF".  It doesn't work on the tablet (android) but I have since discovered it does work on desktop (Windows 10)

I believe I know what might be happening.
Google Photos creates albums like '1 Year ago', '5 years ago', etc.
Those albums appear at the top of the 'Photos' tab in the app.
When those albums get created they also generate an iOS Notification.

You can't expect that from the app, but I would try in the Safari-browser by opening photos.google.com with the same account as used in the app. Then you change the settings into original and then upload from library a feasible selection. Then the compressed picture will get exchanged with full quality picture. 
But I would suggest to do this for movies only, because in pictures you will see no difference in quality - not even when printed in fairly large sizes. 
Just try with a few first.

You can download the needed photo from Google Photos: open the photo, do a bit editing to improve the photo and save it as a copy - then the file is available for your social media. Or simply tap the 3 dots and choose download to device if a bit of editing is too much for you. 
But in fact you should blame these social apps who can't communicate with Google Photos - not an obscure company which tries to safely store your photos against eternal loss in the Niagara. 

PS: sd's always cause additional problems which do not have anything to do with Google.

This worked well for a long time, but recently I noticed that when I access my Photos account on the web I can only see photos from his account and not my own. This is not an issue on my iPhone app where I see the most recent photos from both of our accounts. If there is a filter or a setting on the website that is driving this I can't find it.

It would be very unusual for the photos to be syncing to more than one account, are you sure you are not confusing seeing the photos in the app with syncing.
 
Google Photos acts as a portal to view the photos on the device and does not actually upload them anywhere unless Backup & sync is turned on and only to the account specified in the Google Photos app Settings: Back up & sync section.  Please check at Google Photos using the different accounts to see if the photos have actually been uploaded,

# The quantum of photos to be backed is high.
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.
 
Can you please go through these checks & confirm that these are addressed?

Your photos and videos in Google Photos have a location associated with them. There are two main sources of location metadata in Google Photos:
  • Your camera's GPS might record location information directly on to photos and videos. (To turn this off, you'll need to consult the instructions for that camera or app.)
  • Google Photos might estimate a location.
Google Photos might estimate a location using information such as your Google Location History (if turned on), which is stored in your Google Account.
