When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
  • Disable Backup and sync on the device
  • Move the photo to a non-synced folder before you delete it from Google Photos. 
  • Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

If the photos were backed up to Google Photos before you reset the phone:

  1. Connect to good wifi or cell data on the reset phone
  2. Launch Google Photos
  3. Log in to the exact same Google Account you used for Google Photos
  4. If you have already signed in to a different account on the reset phone, select the profile icon on Google Photos upper right to add another account. Then add the exact same one you used for the backup and log in
  5. Any backed up images will be there
Any images not backed up prior to factory reset are likely lost. You can search Google Drive to see if you saved any images there. Or check emails, social medias or friends or relatives with whom you may have shared images.

When I first deleted the photos from my device they were still I'm Google photos, but this morning they are gone and they are not in the bin either. I didn't think this would happen, I thought once they were backed up they were safe. I guess syncing works both ways - when it syncs what is gone from my phone will then be removed from Google photos. DO NOT use the trash can to delete photos you may ever want.
 
Only use the "Free up space" function:
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk  drives (not connected to any computer or network).

Thanks for the details.

The model is more than five years old & Lenovo has discontinued that now.
I doubt whether you are getting any security updates to the OS.
 
Nevertheless, please try the following.
Put the phone in aeroplane mode, disconnect WIFI & open the app.
If that opens, turn off backup and sync.
 
Further, the phone comes with many unwanted apps, aka bloatware. If possible, disable all those.

The free up space doesn't remove the originals from the device unless backup is available on the cloud.
 Can you confirm whether you tapped the free up space option in Google Photos or something else?

Free-up bypasses the local trash, so you can't recover anything from there. 
And that is not needed either because all should be visible in the Google app and can be used from there. 
And you will have fresh pictures for your social media soon enough - only in case you need an older photo, you can download that one back to phone if the app can't reach Google Photos which already exist more then 5 years. But via Whatsapp you can reach Google Photos now.

I have a big problem with some photos constantly beimg re-uploaded to a Google Pictures account, but no idea from which device they keep uploading from (it just says uploaded from android device, but thats not helping at all). 

The google account is a shared one, with multiple devices signed in to the same email. 

I kept deleting them from Google Photos and one of the devices, but the photos keep showing up constantly anew on the Google Photos App, and then of course, on other shared devices...

 
Is there any way to permanently delete them from all the devices at once, or would that have to be done manually for each device seperately? 
And if not, how do I find the source phone where it keeps uploading the photos from?

When you move up a picture, you can see the type of smartphone used at the bottom. 

It is totally unclear why you need multiple devices, but if all are backupping into the same account space (photos.google.com), you simply will see all photos from every device on the Photos-page. 
You can't avoid that, unless by switching-off the backup of one particular device. But then you still need to remove all pictures from that device from photos.google.com and then you can search on the cameratype to see them all together and to be able to select and delete them.

We don't know the solution for this, assuming that your bulk is not on sd-card. 
But even if would work, you would be not happy because all your local files get deleted and all people want them back and that is very complicated. 
Better to install Google Files and start to delete the oldest files - especially the fat movies (moving them to computer is even better, just to have an additional backup in original quality on earth). 
But first check your cloud at photos.google.com if your backup looks complete.
