I noticed that once it stalls, when I go into my photos to manually delete them, despite clicking "delete immediately" from iphone, the photos never get deleted. I think the stalled Google photos app effects the photos app on the iphone.

As long as you have used "Add to library" in the correct account, you SHOULD be okay.  Confirm this by looking at https://photos.google.com/u/0/ in the correct account..
 
 
That said, it is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

I’m sorry, it’s not possible to recover photos permanently deleted from the Google Photos Trash. However, you may install to your Android device a deleted photo recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.
 
In addition I recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Just open the Google Drive https://support.google.com/drive#topic=14940&contact=1 contact form, select a contact option, and tell them you permanently deleted files in Google Drive and would like to recover them.

even you don't have Google books, download app, download a free book in order to do this.
problem: gallery and Google photo app has a yellow/dark/pink/amber tint when view pictures, especially in full screen. But not in thumbnails (for Google Photos).  Does not matter if my display setting in Vivid or Natural.

Last night I created a movie using Google photos/creation.
After adding the video clips, cutting, putting in order and adding music I want to save my creation. In the beginning it looks like it's saving but the final movie creation won't appear in any folder. I can see the movie but when I open it it takes me back to editing.
