From time to time people send me photos to my Whatsapp's "Whatsapp Images" folder. I have set up my Camera folder to be backed up, so I usually go to the Whatsapp Images folder (using Google Photos) and move the photos I like to the Camera folder... Here is where I notice a few issues:
- using file browser (My Files) I go to the Internal storage/DCIM folder and I see the photos I moved are here, instead of Internal storage/DCIM/Camera **
- once I go to Google Photos to see the photos, they look blurry and keep loading forever... 

** I proceed to move the photos manually to Camera folder using Samsung's My Files

No need for that action: simply select the pictures in the WA-folder and choose Backup-now under the 3 dots. Or switch-on backup if you want them all. 

PS: everything via WA has a lower quality and all data is stripped, so it is a usual, but bad tool for sharing. That's why we should original camera-images share via Google Photos.

For years, I've used the Backup and Sync app to sync folders of photos on my computer with Google Photos. I've been able to add photos ad-hoc, make edits to them locally, and the Backup and Sync app would synchronize these changes to Google Photos.

It seems this no longer works, despite the Backup and Sync app still having a checkbox to "Upload newly added photos and videos to Google Photos". I got a few photos to go through, but it seems to have stopped, and after contacting support, I've been told that this is due to the storage changes for Drive/Photos and that this is no longer supported.

Instead, I've been told I'm either supposed to use the Sync app to upload them to drive, then import them from Drive -> Photos (which won't sync changes, and causes them to count twice against my storage) or I'm supposed to manually upload these files via the web site (which is both woefully inconvenient, and doesn't sync changes either).

Is there any proper way to SYNC photos locally on my computer with Google Photos or has Google pulled their classic "let's just rip the rug out from under this feature" as they axe things?

I pay for Google One to use it as a backup service, and Google Photos is the vast majority of my usage. This change cripples the only use case I really care about....

How Backup and Sync works
 
With the preferences as per the screenshot online-->
The following steps are taken when you select OK
  1. Backup and Sync scans the chosen folders and screens them according to allowed file extensions and selected sizes. See Back up photos & videos for sizes and types of Raw files
  2. The file is then checked to see if it already exists under the hierarchy at
    • https://drive.google.com/drive/computers and if present the legacy Google Photos folder in My-Drive at https://drive.google.com/drive/my-drive 
    • The comparison is at file content level and independent of filename and if a copy is found the files is skipped and reported as 'Already existing in Google Photos'
    • Photos and videos which fail any of the above checks are stored in Google Drive with a warning that they cannot be uploaded and will be stored in Google Drive using storage allocation
  3. Images and videos which pass steps 1 and 2 and have contents which are compatible with the specified file extension are now uploaded to Google Photos and a storage free stub file is created under https://drive.google.com/drive/computers building a mirror hierarchy matching the source computer's folders
    • This hierarchy exists on Google Drive only and only the individual images are uploaded to Google Photos
    • If an image already exists in Google Photos then the upload is skipped and the stub file is still created and linked to the existing photo
  4. Once this upload is complete there is no sync between the computer copy and the Google Photos copy. Edits and deletions are not synced, the process can be considered as a one-time Upload

You seem to be focusing on one sliver of my request which comes down to terminology, and possibly bad word choice on my part. If I've edited pictures in the past, those files get pushed up and due to content changes, it shows up as a separate photo. I guess my usage of the word "synchronize" is somewhat misleading here - I don't mean synchronizing changes to individual files, I mean synchronizing files added to the synced folders up to Google Photos. Please read the rest of my question.



My problem is that about 12 hours ago I did two batches of dropping photos into a synced folder. Both times, all of the photos showed up in Google Drive/Computers/ComputerName/FilePath, but only 10% of them showed up in Google Photos. I've used this for years, synced thousands of photos, and I don't recall ever seeing this.

I contacted support and they told me due to storage changes between Drive and Photos that it is no longer intended for the photos to show up in Photos - only in Drive - and I'm supposed to move them manually. Maybe this person was wrong, but if so, not all of my photos are showing up in Photos and my problem persists.

After trying to sort this out further on my own, it seems at least some of them have the same file name as other photos that already exist in Google Photos, despite the file path being totally different, but per your "#2" section, it seems this shouldn't matter, since the content is entirely different and I don't see any message about it already existing.

If you are still using the same preferences page in Backup and Sync then the support reply is wrong and there have not been any changes as far as we are aware.
 
I tried to replicate your experience by:
Editing a batch of photos which have already been backed up and copying them to a new sub-folder. They were backed up successfully.
Changing the name of a batch of photos which have already been backed up and copying them to a new sub-folder. They were skipped.
 
So I am afraid that I am not going to be much help, assuming you have also checked at https://photos.google.com/search/_tra_ where backed up photos are arranged by the date uploaded.

Thanks for checking on that on your end and thank you for clarification.

To be clear, this issue isn't constrained to edits - I'm seeing this even with brand new photos... I've dropped about 200 pictures and had about 15 of them show up. The only way I've been able to get the rest is to go to the web site, delete the 15 that showed up, hit upload > Drive > select all 200 of them. This works, but seems to double count all my photos storage (it seems to be creating copies) and it's a manual process I have to do every time I upload photos.

I've tried checking the /_tra_ link with photos arranged by date - the behavior is identical.

I am afraid to say that I can't help you. I have also been using Backup and Sync for the last few years without experiencing anything like the problem you are describing.
 
Plus I was prompted to migrate to Google Drive for desktop yesterday so can no longer try any more testing under the conditions you describe.
 
It will be pointless trying to involve the Google Photos team without replicating the problem as they don't provide direct user support and will only accept a bug report which can be replicated and affects a number of users.  Plus the soon to be deprecation of Backup and Sync in September causing further complications.
 
If you can share some publicly viewable examples of photos which are not uploading I could try them on the new desktop software. Sorry I can't be more helpful.

You can try to reset the Photos-app on the Note. 
  1. Choose Use without account under its profile-circle. 
  2. Close all apps and restart the phone. 
  3. If you have good wifi for at least an hours, start the Photos-app and log-in, but do not start backupping now. 
  4. Give the app the time to build a large database of your collection on photos.google.com (that easily can take an hour). 
  5. If ready, switch-on the backup with the right account and quality.

Downloading it gives the white photo, and the video from Apple's Live Photos was also included in the download and that was white too, but still kept the sound. Welcome to the Google Photos Help Community.

As you've mentioned that you've deleted the photos from your phone gallery, it looks like the photos and videos didn't backed up properly to your Google Photos account. Could you please check if you're able to see the photos and videos on web (photos.google.com)? If not, please check for the following things:

1. Can you see them via Picasa?
2. Are they in the trash?
3. Check the Assistant for the status of your backups.
4. Ensure you are logged in to the correct Google account.

If they are still missing, then unfortunately there isn't a way to retrieve them. Going forward, I'd suggest deleting the photos and the videos using the Google Photos Free up Space option to avoid any data loss as it is the best way to remove a backed-up video/image from your phone, leaving it in the cloud, and this will only delete the files which are backed up completely on Google Photos. To do so, please follow the steps from "Free up space on your phone" help center article. 

Also, try checking your backup status on your phone and check if you're able to see the photos and videos on web (photos.google.com) before you delete them on your phone:
  1. Open the Google Photos app on your mobile device .
  2. At the top left, touch the menu icon  > Assistant.
  3. Read the first card. If it says:
    • "Waiting for connection" or "Waiting for Wi-Fi": You need to either change your settings or connect to a Wi-Fi or mobile network. Touch the card to change your settings.
    • "Back up & sync is off": Touch "TURN ON" on the card to back up your device's photos and videos, including ones you capture in the future.
    • "A photo or video was skipped": A photo or video on your mobile device doesn't meet our upload requirements:
      • Photos can't exceed 75MB or 100 megapixels
      • Videos can't exceed 10GB
    • "Backing up photos" or "Backup complete": This means your photos and videos should be saved.
Just a heads up: Photos and videos that aren't backed up will have this cloud icon  or circular-arrow icon based on the version of Google Photos App on your phone.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.
 
Nevertheless, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&amp;c=apps;
and run a scan for anything to recover.

Tried many apps , it's recovering only the photo's that I've deleted from my gallery . 
The photos removed via Google photos, still not able to get them

However, as I said earlier, once a user chooses to empty the bin, Google doesn't keep any backup of the content.
Regret, it's not possible to get back anything through Google Photos.

Welcome to the Google Photos Help Forum.

Unfortunately, you can't transfer/move/clone all Android setting, Photos , Contacts or Playstore apps from one Google account to another Google account or linking one Google account to another Google account isn't possible.

However, for photos there is an another option, which may not be practical for large photo libraries, is sharing albums from one account to the other and adding the photos to the other account's library.
