You can't delete a photo from your phone even when you have included that in an album.

Nevertheless, to remove pics from the phone gallery but retain the copies in Google Photos is relatively easy.

To do so, tap on the photo you want to remove & then slide up.

Below the photo, if you find the text "Delete from device", then tap on that.

If not, the photo is not there on the cloud & you need to upload that first.

If you want to take the same action in bulk, use the option "Free up space".

Then, the app backs up everything first & removes the originals from the device.

However, once the backup & sync is on, never delete the pics directly. Else, because of the sync action, you will lose both the one on the phone and the cloud at the same time.

There is no way to get back the content through Google Photos.

Probably your gallery was emptied by applying the free-up space notification without understanding its function.

If you hit the 3 dots right-up in the Gallery, you may find Google Photos and then you can select what you want to send.

To reduce the photo size to 3MB, you can do so through these two options in Google Photos.

Upload the picture in high quality. That will produce some size reduction.
Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.

Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.

Once installed, the editor in Google Photos shows that option through "More".

In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%

A combination of both options would resize the file to the desired number.

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!

1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.

2. Items deleted manually from photos.google.com/trash can not be recovered.

3. Items deleted from your YouTube Channel can not be recovered.

4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.

5. Items manually deleted from Gmail trash can not be recovered.

6. Items deleted from your Google Drive will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.

If you have applied the Free-up space option in the Google Photos app, all already backupped stuff is cleaned from local memory and there are no easy ways to get everything back there again.

But if you open an individual image you may need locally (eg for Whatsapp), you can save that image back to device.

You should have understood what Free-up space does: see this link

But if you don't use that option, you must take care yourself to keep enough space for shooting new pics and (long) videos. And then you also must be sure that they are backupped correctly.

PS: I would suggest you to use the feedback option in the main menu to ask google for leaving the most recent 30 or 60 days undeleted to have recent stuff at hand for apps who are too primitive for having access to Google Photos.

You can't because you should have studied before pressing - so you are just as fast as the rest of the world and google still does not understand that. So complain via their feedback option under your profile.

I don't see any screenshot, but I assume it shows that you have 100 GB now instead of 15 GB

Then start the Google Photos app and sign with your account under the small circle right-up (perhaps already done). Under the same circle you will find Settings and on top of that page you can select Backup and just switch on that function and confirm your account and select Original quality.

And decide about using your mobile datanetwork in addition to wifi for backupping freshly shooted stuff outdoor (normally that is not needed).
