If I delete it from Photos, the name on my SD card is revised to include ".trashed" as part of the name. If I rename it without the ".trashed" it shows up again in my Photos. 

I have even tried making a second copy of it. It ALSO shows up in Photos. What is going on? 

This is a large video, about 700MB, so I don't want it using up my precious free Drive space.

The Google Photos app acts as a portal to view both the Device copy and the Google Photos 'backed up' copy. It does not store any photos.
 
This usually means that if you delete using the Gallery and it disappears from the Google Photos app, or vice versa, then the photo is not backed up to Google Photos. Photos actually 'in' Google Photos can only be seen at the Google Photos Backup location - Tap here

No the book has just disappeared into thin air. I had created it, indicated the address I would like it to be sent to and pressed "PAY" (twice) where indicated...and I didn't even receive a courtesy acknowledgement by email. How rude!
No everyone is passing me from pillar to post and not wanting to own the problem.

Now I have sunk to the lowest to be sent to the bottom of the pile to deal with a "Forum"!

I imagine I will just have to start all over again and hope I don't get charged for the first photobook...but whether that will be with an amateur set up of inept charlatans I have yet to decide....as it is, I have lost the offer of free postage, which expired last night!

I only learned that Google Photos has been uploading my personal photos without my consent yesterday…

I only learned that Google Photos has been uploading my personal photos without my consent yesterday, when I received a number of notifications in Chrome.  I strongly disapprove, but simply turning things off is problematic.  

Issues: 
1. I cannot uninstall Google Photos from my phone.  The play store only offers Update and Open.  Any help here would be welcome.  I removed its Storage permission and disabled it, but I have no desire to root my phone over this.  This thing could start magically making burritos pop into existence around it and I wouldn't want anything to do with it at this point.

2. I never gave permission for GP to upload my images.  In fact, I turned off Backup and Sync within seconds of purchasing my phone, while I was in the store.  However, GP has its own Backup and Sync setting that is not advertised anywhere and which operates without ever having opened the app.  Not once.  I have turned it off at this point, but I have no faith that it will not reactivate, as the full Android Backup and Sync decides to turn itself on occasionally without my permission when system updates occur.

3. In deleting my photos from the web, I received a number of warnings telling me that they would be deleted from any synched device.  Again, I have turned off GP's Backup and Sync, but how long should I wait after deleting a test photo to ensure that this intrusive <expletive deleted> doesn't wreck my phone?  Does it synch within minutes?  Hours? Days?  

4. When this thing gets automatically updated by either my carrier or in an OS update and turns itself back on, is it going to wreck my photos?  How can I trust any answer you give?  Turning off the Notification settings in the web app has no effect; I'm still getting creepy messages effectively telling me that Google knows things about my family and our activities through pattern recognition in our images.  Why would turning off anything else work?

5. Why is there not a setting on the Web to disable remote deletion of files?  I don't know that I would believe it, but still.

Welcome to the Google Photos Help Community.

To assist you better, could you please let me know what is the make and model of your phone? Does your phone has a default gallery or Google Photos is the default gallery for your phone?

Incase, if the Google Photos is the default gallery, let you know that you will see your files in Google Photos even if it is not backed up to it. It just acts as a gallery app when the backup and sync is "OFF".

If that's the case and the photos are backed up to the Google Photos when the backup and sync is "ON\

Galaxy S7, there is a default gallery app that is not Google Photos.

Google Photos was never even opened until a couple of days ago when I opened it in order to turn off its sync.  When I did that, all of my photos were visible in the app.  It clearly fished through my files to find photos on its own in the usual places, DCIM and such...  Why would it not simply do this again if I delete then restore my photos?

Do not say that my photos were "backed up" by Google Photos, like something helpful was done.  They were taken from my phone without my permission, period.  After this, they were analyzed by facial recognition software and I have no doubt that whatever information could possibly be gleaned from this was stored for Google's benefit.  Getting a cheerful little notification that a montage called "They Grow Up So Fast" was made, and seeing my kids' pictures tracked from teenagers all the way back to infancy was deeply disturbing.

I've revoked the app's storage privilege and disabled it, but I have no faith that neither android, samsung, nor my carrier won't push an update that turns it back on.

You can setup a partnership with your other account - see method C
But it is not automatically clear to me how to do this on the same phone with one Photos-app only, because normally a partner has his or her own phone or computer. And it also is not automatically clear which quality setting is relevant to prevent the same problem in your other account. 
I only know that as long as the original collection stays in place, the other account will not use any additional storage, so it may not be the best solution for you. 

If the free-up space option is able to remove 1 GB from your phone only while having 7 GB at Google (check again on one.google.com/storage), I only can guess that you have removed a lot from phone yourself in the past.

I only can say that there are many complaints about the free-up space function, but merely about not functioning at all or even causing a crash. As far as I am aware off, Google is working on it - also because of endless complaints from users who were thinking that they got more space at Google. 
So we only should have some patience :-)
 
PS: as a test I uploaded 10 short movies yesterday at original size (2 GB together). This morning after veryfying that they all played well at Google (photos.google.com) I started free-up and it was working correctly and fast, but forgot one - so I needed to repeat the action.

It makes no sense to remove some from Google - just hide them from the main stream by archiving
Also check your backupsettings: if on original quality, you should change that setting to storage saver - then new photos will count more slowly towards your free limit at 15 GB also used by Gmail. 
If that setting was used always (formerly named "high quality") all photos that were backupped before June 1, don't count at all. 
But you also can make a lot of space by deleting years of old mail - say everything before 2020.

Can't find with search tool. Not in Trash or Archive.

Using "Create link" should not affect or delete the album. But an album may hard to find when it only contains older photos: albums are by default sorted by date of the most recent photo, but you can also sort by album name.
If still not found: try to find one of the photos in the album in the web app https://photos.google.com/. The info panel shows all albums to which the photo is added. Clicking on an album name will open the album.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.

and run a scan for anything to recover.

Needless to say, hope this can be solved as I can imagine how frustrated you must be. The first thing to check is whether the account that pops up on the icon of you in the Google Photos App includes your original email address. If not, sign in to the App using the original address (and write back if you need help with this). Sometimes when people get a new phone they inadvertently create a new Google Account and sign into it with the new phone, in which case the old images from another account will not appear. 

More generally, here are some general troubleshooting steps for lost images. An initial question for you is whether you ever recall seeing your images anywhere but on the phone (or similar device) that you used to take the pictures. More specifically, did you ever see your images at Google Photos (photos.google.com) on a browser of your laptop or tablet or other device? If not, though this is no comfort, I know, it is possible that the images were never actually backed up but perhaps merely queued to back up (a distinction that is sadly confusing on many phones and tablets). If the answer is that you have viewed the photos at the Google Photos site, there is an excellent chance that they are there and that you will be able to recover them.

In any case, in searching Google for missing images you should check the following sites (being sure to sign in with the same Google Account you used on the phone or device with which you took the pictures):
If you still can't find the images, I'm afraid that there is nothing that can be done.
 (You might contact Google Drive Support at the Help Icon of photos.google.com, but I wouldn't be optimistic that they will help.)

To upload photos from your gallery to Google Photos you can:
  • Activate "Backup and sync" in the Google Photos app. That will upload the Camera (DCIM) folder. You can select other folders to be automatically uploaded. Note that all photos go only to the "Photos" tab, not to albums. 
  • If you only want to upload selected photos, you can select them, tap 3-dots > Upload now.

Photos in Google-trash automatically are deleted after 30 or 60 days if you don't have emptied the trash yourself (many like to do that also). So if nothing is there anymore, they are away forever if you don't have made copies on your computer.

I’m sorry, it’s not possible to recover photos permanently deleted from the Google Photos Trash. However, you may install to your Android device a deleted photo recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.

The "Free Up Space" function on Google photos is not working. Every time I've attempted it, the app …

The "Free Up Space" function on Google photos is not working. Every time I've attempted it, the app crashes. I am running out of space on my phone and this very convenient function not working is very frustrating.

I have read up on a number of proposed solutions, and I have tried all of the following to no avail:

1. Signing out and back into the app
2. Uninstalling and reinstalling the app and allowing the app to rescan all my photos and back them up (and now I have the most recent version)
3. Clearing the cache on my phone
4. Clearing the data on my phone (so now the app is re-scanning everything again)

The app has all necessary permissions to access my phone - and no matter what I do every time I click free up space it freezes on that page then crashes. 

I dont want to have to manually delete photos from my phone - please let me know if there's another way to fix this issue.

We can't fix anything and Google is investigation this issue, but sofar I have not heared of any solution. Maybe you have switched-on some storage manager in the main phone-settings which is blocking the free-up function. 
Besides: most people simply don't understand what is going to happen and most are very shocked that all pictures and albums or stories from their usual gallery are removed suddenly and there is no easy way back then anymore. 
 
So for the moment: use the Google Files app for removing an old month at the start of a new month in order to keep space on your phone. And check if everything is safely stored in your private cloud at photos.google.com
