That has nothing to do with a new computer: the Chrome-browser just shows what you have on https://photos.google.com when you are logged-in with the Gmail-account used for being allowed to upload to Google Photos - probably on your smartphone. 

But on your old computer you may still may have been logged-in for years with some old Picasa-account which shows the pictures you may have uploaded to Picasaweb until 2016 and you were able to view that contents via the Picasa-program until Eastern 2018 when Google disconnected Picasa from their web. 

So if you still are able to log-in with that old account on https://get.google.com/albumarchive you will see what you have there before you did start with your smartphone perhaps. 

I am just guessing of course, so we like to hear the real story for any further advices.

It appears to me, you paused the backup & then removed some pics from Google Photos.

However, if you restore that backup & sync, the opposite is going to happen. The app would remove the corresponding pics from your phone i.e. synchronise your delete action.

Please move the pics to some non-backedup folder before restarting the backup & sync, if you wish not losing those.

You have caused quite a problematic situation, because you could have known that backupping in original quality always means that you need to pay for extended storage space at Google when passing your 15 GB free limit on some bad day: see one.google.com/storage

So what you need to do now is complex: 
  1. Remove the Google Photos app and restart your iPhone. 

  2. Go to photos.google.com/settings in the Safari-browser and log-in with your Google account. 

  3. Check if there are any Unsupported videos which should be delete first. 

  4. Then touch the Recover storage button and wait at least a day. That action will convert your files to high qualty which does not count for storage until June 1. 

  5. If your usage at one.google.com/storage is back to zero for Photos, you still may have some usage for Gmail or Google Drive and that can be lowered by removing large mails or files.

  8. Some old files may get backupped again, but that causes no pain now because they don't count for storage before June 1. You can see the recently backupped on the search page of the app below the pictures if you hit the link.

To reinstate face grouping, I suggest you clear the stored data of the Google Photos app through the settings on your phone.

You can do that through these steps.
On your Android phone, open the Settings.
tap Apps and notifications.
tap Show all apps.
tap Google Photos.
tap Storage.
tap Clear storage space.
Then start the app again & verify whether that works.

If you do not see the menu option "Group similar faces" even after that, please reinstall the app.

Also please note, even after activating the face grouping, the app may take four to six hours to display that.

Alternatively, you can arrange a bulk download through takeout.google.com. You will receive an email when ready. Download the attachments & store the pics in the phone memory as desired.

The comparison photo is not labelled as High Quality and from my experience High Quality will never show degradation like that. The email referred to is from Google One, not Google Photos, and I can only guess that they have manipulated images to make a marketing point. 
 
Without the parameters of the images in question it is impossible to speculate exactly what they are saying.

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.

To use Google Photos to retrieve pictures, please follow these steps.
First, switch on backup & sync on your old phone. Ensure to select every folder in which photos are present. 
When the app says backup complete, open the photos app on the new phone.
Then launch the photo in full screen & slid that up. Then tap on download. That will bring the picture on your new phone.
Repeat this for every photo.

Alternatively, you can arrange for a bulk download by visiting the link takeout.google.com. Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments on your new phone.
That will bring everything from the old phone to the new one.

Alternatively, If you install the Google One app there is a one time option to restore up to 200 most recent photos to the device. I say up to because after the Restore is finished there will be a maximum of 200 photos on the device including their use of the device's local storage space.
 
Unfortunately the local folder structure can not be restored.
 
There is no requirement to join Google One, the option is available to everyone and there are no tools available to restore more unless one by one by selecting the 3 dot option to Download while viewing photos.

So what I'm going through is rather absurd, and I didn't find anything relating to my issue in the Community.
So here goes:
It's probably been a weak or so? I think. The delete option on some of my photos suddenly disappeared, and I can no longer delete them, except only archive or dump them in the bin. The newest and the more recent ones are fine, they have the permanent delete option, but how is it POSSIBLE to have a feature erased from week-old pictures? Is my Google photos having a mind of its own? I don't what to do.
It's really bumming me out, and I'd be absolutely grateful if you could help me out.

I believe, there is some misinterpretation.

If you are storing photos in High-Quality format, that will not occupy any space on Google Drive, at present.
However, that wouldn't be so for storage in original quality. 
Further, the situation is going to change after 31st May 2021. 
Then, every photo edit or upload is going to occupy space on Google drive & you will have to stay within the overall limit of 15GB.

Further, something will get deleted to fit within the available quota. However, that will be on the First in First out basis (FIFO).
If you buy additional space, the 15 GB limit will stand extended up to the added boundary. Then again the purging will start once the quota is full.

I hope that clears your doubt.

Could you please elaborate the issue or your query for me to assist you better? It can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.
Google Photos is already private because it is secured with your Google Account credentials. It shouldn't be a case where some one else has the access to your Google Photos and Google Account, until you haven't shared your login credentials with anyone or if the device itself is lost.

Hence, there isn't a way to prevent someone to access your Google Photos content when another device is synced.

Further, you are welcome to store as many photos as possible in Google Photos. If you are storing those in High-Quality format, that will not occupy any space on Google Drive, at present.
However, that wouldn't be so for storage in original quality. Further, the situation is going to change after 31st May 2021. Then, every photo edit or upload is going to occupy space on Google drive & you will have to stay within the overall limit of 15GB.

I am trying to connect Google Photos with Google Drive for the purposes of sharing photos. The instructions are to, in Google Drive under settings, select "Create a Google Photos folder.  When I do that, the box automatically unchecks itself within seconds. Why is it doing that?

I’m sorry, it’s not possible to recover videos permanently deleted from the Google Photos Trash. However, you may install to your Android device a deleted video recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20videos&c=apps and run a scan for anything to recover.
