Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

Good afternoon. Google Photos does not retain any folder structure for uploaded pictures. If you have different folders you created on your phone to organize pictures, unfortunately that structure is not automatically created when everything is uploaded. 
 
You will have to manually recreate that organization structure using the Albums feature in the Google Photos app, then add pictures to the relevant albums. 
 
All pictures and videos are arranged in the Photos tab based on the Date Taken or Date Created data in the file's EXIF metadata. Newest pictures/videos are always at the top. If you uploaded pictures that were taken a long time ago, you'll have to scroll down to the right time to get them.

The photos are not in the bin that means those are deleted permanently.
 
However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.
 
Nevertheless, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

You simply can remove the Google app from your iPhone & iPad. 
That does not delete what is stored at Google, but if you don't use your Gmail-account for any other Google-application for which you need that account (like Gmail itself), you also can skip that account. 
Then everything stored at Google will get deleted too.

After the process finished, I found that all of the photos had been deleted from my device as well. There was no indication that this would be the case, and while I think I have many of the files backed up between my Google drive and my PC at home, I can't check this for several hours and am distressed. Is there anything I can do to recover the lost files?

I went into Google photos, and under the impression that it was merely a backup of my devices photos, I deleted all of them
 
The Photos app behaves like any other gallery app, with the additional capability of uploading to, downloading from, and displaying images in your Google account. Deleting using the Photos app also deletes from your phone, the same as if you deleted using your stock gallery app.
 
When you delete in the Photos app, a warning message explains what will happen if you proceed. On your phone, that message says, "Remove from Google account & synced devices?" The device you're using is one of those synced devices. 
 
If you see a request to "Delete permanently" when you try to move an item to trash, your trash is full. On Android, your trash can hold 1.5GB. Since you were deleting many things, it makes sense you might reach the 1.5GB limit.
 
That "delete permanently" message is part of the same process from above where your deletions are removed from your account and all synced devices. This is why the pictures are no longer on your phone. 
 
it warned me that the files were too large and would be permanently deleted. After the process finished, I found that all of the photos had been deleted from my device as well.
 
The app warned you the pictures would be permanently deleted, you proceeded, and then were surprised when your pictures were deleted? If you feel that a different work flow would have been more logical, you can use the Send Feedback feature to share your thoughts with developers. 
 
There was no indication that this would be the case
 
If the confirmation dialog box -- the one with the message stating your pictures would be permanently deleted -- was insufficient or did not adequately convey that your pictures would be permanently deleted, you should consider informing developers of this as well so they may improve the manner in which such information is presented to users. 
 
Unfortunately, none of the volunteers in this forum have access to your account, photos, or other personal information, so nobody here can recover any of your permanently deleted pictures.

Probably you have switched on "Hide locations" in the main settings of the app which is logged-in to your old account - see under your profile-circle. 
If they are automatically saved in your new account already, you can't undo this failure anymore - unless for new photos added in your old account after changing the setting in non-hiding.

I have more thousands of photos on Google Photos with most of the photos having at least one duplica…

I have more thousands of photos on Google Photos with most of the photos having at least one duplicate and the majority having several duplicates. I have spent several days deleting duplicates. Most of the photos will be stored in different pixel counts with one 12 MP and several others at 2.8 MP. I am keeping the higher resolution photo and deleting the lower resolution duplicates.

I have too problems first a lot of the photos that remain after deleting the duplicates have a circle with a minus sign in it. Some of those can be opened and others have the message file not found.

Also after deleting thousands of duplicates yesterday, again keeping the photo with the higher pixel count, when I look at my photos today the photos that I kept a large percentage are gone. The higher resolution photos are not in the trash and also not in the Photos.

I'm at a loss as how to move forward.

You cannot disable the confirmation dialog box that appears when you attempt to delete something. And I don't think that will ever be possible. 
 
While you might be comfortable operating your device and managing your photo storage without the need for dialog boxes reminding you how things work, there are way too many people on the exact opposite side of that coin. Considering that user error is the top cause for most such issues, that small 10-word confirmation dialog that annoys you might actually be responsible for helping hundreds, maybe thousands, of users not make a mistake. 
 
And thankfully moving forward from there requires just one quick tap.

Basically Greg is correct, but your critics is correct also: even deleting one new picture (already backupped, but still on phone takes at least 5 seconds after permitting and that is by far too slow or can be done in background. 
To my impression this is new since the system upgrade to Android-11 and even if I switch-off all in-app notifications under settings, I can't get rid of the permission to trash the selected ones. 
 
So we only can propose you to complain via the feedback option under your profile circle in the app. 
 
PS: you can have the backup switched-off before shooting new pictures and then I delete bad pictures before switching-on the backup again. That goes much faster.

Parallel example is Gmail. It allows deleting emails without confirmation. Why is it acceptable design in Gmail but not Google photos?

You are living with wrong ideas about the Photos-user: it generally are no Gmail-users at all, else this forum would be by far more efficient. Now 90% are not notified about our answers, so they will see their bad ideas about Photos confirmed. And you don't know about the daily drama's about lost photos here, just because of warnings with the wrong text on the wrong moment. 
Besides: we can report sudden bugs, but no feature requests - you have to do that yourself via the feedback option.

That will not be very different with other companies, but my experience with Microsoft is more positive and personal and thereby less frustrating.

Probably your phone is fed-up completely. 
So close all apps when doing this - but manual dragging around only should be done when the album is ready and not further used for adding new stuff anymore. Else you will stay re-shuffling probably. 

PS: why you need to do this on phone - don't you have a computer, because then it can be done much more comfortable on https://photos.google.com/albums in your desktopbrowser.

I tend to use the phone app more often than the desktop site since my phone doesn't have a proprietary photos app, so Google Photos is my default photo app. It's not great when the default photo app malfunctions.

Surely my phone shouldn't have any issues with running the app, it's a flagship from last year. I actually do get the shuffling issue on the desktop site too, accompanied by it not allowing me to successfully move the item since it just reverts the change.

Even a flagship can be malfunctioning when fed-up with random-apps and many 4K movies :-)
But because you know about your desktop, I would restrict to that one.

When I owned an iPhone, if I removed a result it would ask me why, and j would have the chance to tell it that I had removed the result as it was the wrong person, and therefore the system would learn that face and be able to recognise it on its own. If you mean an album under "Library" in the Google Photos tab:  when deleted an album cannot be restored, but the photos are still available in the Photos tab. You can recreate the album.

When you use "Free up space" in the Google Photos app on the device, it should remove the photos that have been uploaded. Many have the same complaint: they used it without knowing exactly what would happen. We asked Google to make the warnings more clear. 
 
You can download photos back to your phone. See Download from Google Photos to (mobile) device
There is another issue: Google merges all photos from different folders to the timeline. If you uploaded from different folders, you better download a selection manually if you want to keep the folders. 
 
Sorry, we (also users) cannot make it better, just tell you what is possible.

When you delete the device copy, and there is no backup, the photo can only be recovered (when you are lucky) by some recovery software. Search for "recover..." in the Playstore to find some. I have only experience with it on a computer. Is there anyone who can recommend one ?

When all of your storage is used up (approximately 15 GB), you will no longer be able to save images or send gmail messages using that account. You really want to avoid running out of space because people tend to panic when this happens and then make bad decisions (sometimes losing data or photos).
 
Some of your options:  
 
Personally, I will probably end up paying for storage on Google when I hit the limit because I like having access to all of my images no matter where I am.
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

Yes, I checked. I even shot an email to the user in question and they could receive it. And its not me only it seems even the user cant find any new people to invite for sharing an album other than the ones which she had  shared an album with before. 

And she is an Android user. 
I tried adding her from settings to share all photos added from now on automatically and I saw the error than  SSL certificate error. So it does not seem to be a user error.

I've immediately updated my payment method after receiving the email, but all my movies that were stored in 4K resolution now are only Full HD on google fotos. And all Fotos are the same resolution however they are smaller in size (for example 6.2 mb instead of 6 mb). Welcome to the Google Photos Help Forum.

It might be that you've updated all your photos and videos from Original Quality to High Quality because of which they have been compressed. You can check the quality of your photos through photos.google.com/settings.

Therefore, if the photos are stored in High Quality, you'd need to download them through the below steps:
  • Go to Google Photos.
  • Select the photo.
  • Click on More options.
  • Select Save to device
Once done, you can delete them from your Google Photos and then choose the upload size by following the below steps:

I haven't changed my settings, they always were on original quality for the last years. My movies were on 4K on google photos before and since my account had been deactivated for a couple of hours (due to the expired credit card) are on full hd. If I download them to my computer they are also only full hd instead of 4K.

Don't know if this helps. Here you can see the screenshot of the information that I get of a movie that is 1920*1080 instead of 3840*2160 on google photos. I know for a fact, that this movie was in 4k before. There are dozens of movies that are only full hd now and all used to be in 4k. :-(

I do understand the inconvenience you're facing as the movie of your Google Photos has been compressed. Therefore, could you please check photos.google.com/settings if High Quality was selected by mistake. 

Because only the videos higher than 1080p will be resized to high-definition 1080p in High Quality.

regrettably, the Google Photos app doesn't have mirroring feature right now. However, you can do so through another app Snapseed.
To do so, please follow these steps.
  • Tao to open the photo
  • Tap Edit
  • Slide the menu bar with the leading tab "Suggestions" towards the left to reveal the option "More". Tap on that
  • Slide the menu bar with the leading tab "Markup" to reveal the option Snap seed. However, that will be available only when you have Snap Seed installed on your phone
  • Once in Snapseed, tap on the Tools option in the bottom row,
  • On the next screen, tap on "rotate"
  • Now, in the bottom bar, you will see a filled and another hollow triangle juxtaposed. Tap on that.
  • That will create a mirror image. Save this new edit.

You can add a person through the following steps.
 
Tap to open the photo which contains unidentified faces & then slide up or tap the three dots .
If the app had failed to include some faces in that picture, then you will see a prompt "XX faces available to add".
 
Tap the edit icon at the extreme right edge. (An icon of a pencil ).
 
That will show identified faces in square boxes & their thumbnails at the bottom.
Tap on the + sign on each thumbnail. 
Then the app will show you all the identified faces till that time.
You can select the right one.
 
If not, tap the + sign at the top right corner of the screen.
That would create a new grouping altogether.
 
Once created, the app may take some time to bring all the related pictures to this new grouping.
Otherwise, you can go through the collection & add the photos to the newly created group, manually, through the same steps as described above.

Normally the app shows what you have on phone, even when backup is switched-off. 
But when you have removed a lot of older photos from your phone to keep space, the app still will show them because then you will see their copies at Google like in a browser. 
But if you don't see these copies, you have logged-out and then you get what you say. 
So it is unclear why the app starts backupping again, unless you have changed the quality setting. 
I would suggest to leave the backup on for a while and then check in the browser if you see duplicates appearing when you view Recently added on the Search-page. 
Quite likely the app just is checking only because of other changes you have made.

If the camera that took the picture was GPS-enabled, the exact location of where the picture was taken should be embedded into the image file's metadata (unless the photographer disabled this option).
 
If those location details are present in a picture you've uploaded to Google Photos, you can see the GPS coordinates and a small map by swiping up while looking at the picture on your Android device. 
 
Sometimes Google Photos will attempt to estimate the location based on clearly identifiable landmarks visible in the picture and/or your location history (if there are other pictures taken around the same time that do contain GPS info, also taken with the same camera, and usually uploaded together). Keep in mind that in these scenarios the location is only an estimation and will be clearly marked as such when you view the map in the Info panel. 
 
If the picture contains no GPS metadata, and Google is unable to generate an estimation, there is nothing that anybody can do to determine the location. It is possible that other software or apps like Google Lens may be able to provide their own estimations, but those will just be other guesses based on visual cues in the image. For pictures without detailed unique backgrounds or known topography, it's unlikely you'll ever be able to determine the location of a picture.

You only can give stars when the files are backupped, so you need to have the backup-switch of that folder on, or you need to backup selected ones manually and then star them on the Photos-pages.

When it has worked, sometimes it's within minutes of taking pics. Other times it's hours later before the pics I've taken today can be successfully searched using the "today" term.
I understand I can use the date instead, but this is not the preferred way to find 'today'.
