There are several photos on my account that will not delete. 

Here are the steps I took to try and delete them:
  1. Select the photo on the web
  2. Click the delete button
  3. A snackbar appears which says the photo was moved to the trash and it disappears in the UI
  4. I open the trash and it says there is nothing there (I previously emptied the trash while debugging)
  5. I refresh the page and the photo is back in my gallery

Looking at other issues I figured it might be because I have an Android phone connected with backup and sync, so I turned my phone on airplane mode and it still happened. I then tried deleting the photos on my Android gallery (they weren't downloaded locally). It let me delete them on my phone, but they still didn't appear in the trash. Closing and opening the phone app shows they are removed from the gallery - but they still appear in the web. Finally, I tried using photos for Android without an account and clearing the cache, the photos do not show up on my phone but still will not delete on the web. 

It is only a handful of photos that are doing this - I was clearing out old photos today and > 95% of them were deleted without issue (over 1000 photos). I don't see anything different with these photos, and they are not part of any shared album.

Any suggestion on what to try next?

These are probably the best places to look (there are similar selections via the Magnifying Glass in the App):
If you see a Creation that there is any chance you might want to use in the future, it is probably a good idea to Save it.
 
You can probably create a new one at:
https://photos.google.com/u/0/movies/create
In addition to freeform selection, these seem to be available at the moment: They Grow Up So Fast, Meow Movie, Doggie Movie, In Loving Memory, Selfie Movie, A Year of Smiles, Mother's Day Movie, Father's Day Movie, Valentine's Day Movie, Love Story

To bring back the pics to your phone's gallery either, you can download photos one by one.
Regrettably, there is no option to download the photos in bulk.
 
Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.
However, that will not restore the local folder structure.
There is no requirement to join Google One. The option is available to everyone. 
However, the method may not be helpful to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery. However, you have to ensure your phone has free space more than the size of the downloaded zip file.
 
That will bring everything to your phone.

The audio codec encoded by the camera app may not be compatible with Google Photos.
 
Nevertheless, can you try installing some different video player app like VLC & see whether that outputs the audio?

The first thing is to check if the images/videos are available in the web version of Google Photos. To do this, go to https://photos.google.com.
 
Look under the "Photos" menu, located in the left menu. If the images / videos do not appear, proceed to look for them in the "Trash".
 
If the resources you are looking for are there, just select them and click the "Restore" button.
 
Remember that images in the "Trash" are automatically deleted after 60 days. After this date it is not possible to recover them. If you delete the trash it will not be possible to recover the information.
 
You can review at the following URLs (I recommend you review them from a desktop browser):
An important consideration is that the "Backup and sync" option has been enabled on mobile devices. If this was not the case, the images and videos that you have deleted from your phone will not be able to recover them, at least from Google Photos.
 
Lastly, if the deletion process is foreign to Google Photos and responds to file management on mobile or desktop, I recommend using a file recovery app. On the Internet you can find different.
