Good afternoon. There is a pretty easy way to do this, assuming that those pictures have not yet been backed up to Google Photos. 
 
Start by looking in the Device Folders section of the Google Photos app on your phone. You should see each of those individual folders (along with any other folders on your phone's internal memory that contain images). 
 
Tap to view the pictures inside one of the folders on your SD card. Next, long-press on the very first picture (after a second you might feel a tiny vibration and that picture will become selected with a blue & white checkmark). Then, without lifting your finger, drag toward the bottom of the screen. The view will move and each row you pass over will become selected. Do this until you reach the bottom so all of the pics in that folder are selected. 
 
You'll see "25 selected" at the top of the phone screen (obviously, the number will be however many pics in your folder). Tap the + sign near the top right corner and choose "Album" in the "Create New" menu that appears. Give your album a name (it's probably easiest to give it the same name as the folder on the SD card) and then tap Ok. This should initiate an upload of those pictures into your new album. 
 
When the upload is finished, repeat for the other folders on your SD card. When you're all finished, you'll be able to view your albums (akin to the folder convention on your SD card) by tapping the Albums icon at the bottom of the screen in the Google Photos app.

I understand and I know how important Google Photos is for you. Please give the below steps a try in a sequence to help resolve the issue:
  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

So here's the strange thing.
I am using multiple profiles in Chrome. For two of the profiles the timeline scrollbar appears. For another two it doesn't. One of the profiles were it doesn't work I have removed all Chrome extensions and it still doesn't work. 
Any other suggestions?

The problem appears to be in the Google Chrome installation since the timeline is visible through other browsers.
 
Nevertheless, can you go through these standard browser-related troubleshooting steps? The steps are progressive & add on to the previous one. 
You can stop at a step where the crashing ceases.
  • Clear browsing history & cookies.
  • Update the browser.
  • Check whether the OS has any pending updates.
  • Disable all browser extensions, including any antivirus.
  • Terminate any unwanted browsing processes through the Google Chrome task manager. Keep only one tab open.
  • Close all unwanted background services & apps. If you are using Windows PC, you can do so through the Windows task manager.
  • Reset the browser.
  • Uninstall & reinstall the browser.
  • Try after changing the data network. If you are using WIFI, switch to mobile data through hotspot & vice versa.

The really odd thing is that if I have photos.google.com open with account A in one tab, that displays as expected. But photos.google.com opened in another tab with account B in the same instance of the browser, displays the problem. This suggests the problem is account related rather than browser related?

However, you have to exhaust all the suggested steps before concluding anything.
 
Further, your profile works perfectly in Firefox.
That means the customization you did in Google Chrome is affecting the behaviour.

I suggest you create an animation & then use it in the slideshow.
Although Google Photos allows composing of Animations, aka GIFs, there is no utility to edit or change the speed.

In such cases, there can be two reasons for photo loss: 
• your photos were not uploaded to Photos from the device, but were only shown in the app. Photos as the second Gallery, shows all the files, but in the absence of AutoBackup has no files in its storage.

• your are using a different account. Maybe in another device you had another account? Check your account to understand that it is the same one that was before

If I understand correctly, you are quite certain that ALL of the images are in two places, your personal and work accounts.  If this is the case, log into the work account preferably on a computer, https://photos.google.com/u/0/ select all or your images, click the garbage can, then go to the 3 line menu > Trash, "Empty Trash".

If there is any doubt at all that you don't have other copies of some of the photos in your work account, download them from https://photos.google.com/u/0/ first (e.g., to a USB drive or your computer).

If you don't know the password for the old email account, you will need to work with your organization's email administrator.

I have one google photos account, synced with 2 gmail addresses, one is my old work place email address and now I have left that work, I need to unsync. When I open google photos from the work gmail and delete photos, it is still deleted when i enter through my personal gmail.
