To assist you better, could you please confirm, if you're able to sign into your Google Account? Also, please note that the photos in Picasa will automatically be available in the Google Photos Archive folder.

Google disabled the option to upload from Picasa. 
It's a pity Google did not also announce it on this forum.  

You can still upload photos edited in Picasa, but you will have to use another (more laborious) workflow.

Correct. Once you are signed in to your Google account, for example by signing in to Gmail, you can access all other Google products like Photos, Youtube etc without signing in again. Your problem is related to signing in to your Google account, not really related to Photos (I think).

Answer:

You have chosen "Backup all files and folders" and not "Backup pictures and videos only" and you don't show the settings under CHANGE. 
So you may have included a lot of filetypes which are not compatible with Google Photos and then these are synced to Drive only and will take space in your account. 
You can see which files are not taking 0 bytes via https://drive.google.com/drive/quota
These files should be stored at https://drive.google.com/drive/computers
For general info and compatible filetypes see this link
You can't avoid the syncing to Drive because there is your real backup, organised in folders. 

PS: you also are syncing certain other folders on Drive with your computer and these folders also may take space in your account. See https://one.google.com/storage

Rinus is correct in that you should Change to Backing up photos and videos, but having selected the PIctures library and if your photos are all jpg then what happens is that the file in Drive is a dummy storage free copy so you will not use any GB count unless you have some of the filetypes which are not compatible with Google Photos which Rinus mentions.

I have been using Google photos since long time and honestly I loved it but two months before, when I used to delete any of the photos it used to say that 'Permanently Delete' because your device is running low in space but my Google account is full only 1.2 gb out of 15 and my phone also has 35gb free out of 64gb. I had put  a review on play store the last month as somettismes i need to retrieve some photos from the bin which i already lost. But there was no positive response on my review. Then just after that nowadays I can't delete photos because it says that " give sd card access to delete photos" but the thing is I don't have any memory card in my phone so what type of sd card access it wants to read nor have I ever used my account in some phone WHICH HAS SD CARD. Please look to it I'm unable to delete items.🙏

Welcome to the Google Photos Help Community.

I understand you're getting an error message while ordering a Photobook. This certainly isn't the experience we would want you to have.

As this issue has been fixed, could you please confirm, if you're experiencing the same while trying to order using the Google Photos app on your device?

In the meantime, I'd suggest you follow these steps on your browser:
  1. Sign out and sign back in to Google Photos (photos.google.com) with the same Google Account.
  2. Clear your cookies and cache.
  3. Try Incognito/private window.
  4. Disable extensions/add-ons/plug-ins.
  5. Try a different browser to see if it is a browser related issue.

Welcome to Google Photos Community Support Forum & thanks for your post.
 
The photos app has consumed only 142 MB of memory.
The other entry is for the photos & videos on your device.
 
If the space is insufficient on your phone, you can go to free up space.
 
However, perform this critical action. Before going for "Free up space", please create a local backup by copying the content from the phone to some external HDD or USB storage device.
 
Next, when the quantum of photos awaiting the free up action is too large & also the phone has very little space, the "free up space" command fails to do anything. 
Also, the app may crash.
 
To mitigate the problem, please start deleting manually. 
To do so, tap to open the photo and slide up.
Below the pic, if you find the suggestion "Backup now", tap on that first.
Once complete, tap on "Delete from device". Now, the photo will get removed from the phone storage.
 
Once a sizable space is free, you can try using the "Free up space" option again.

Thanks for your response. I have tried this before, infact when I click on the 14gb images it opens in the Photos app. Even after deleting, the size of the photos and videos remain the same even after clearing my trash the size still remains 14gb.

I just digitized over 20000 old family photos and I'd like to create several Google photo albums for my photos (naming examples: set # 1 Older Family Pictures, set# 2 Older Family Photos, etc...) . I am using Google Photos from  the web with my MacBook Pro. Are there quicker ways to create the albums instead of going thru my 20K worth of photos and choose the maximum number to put into one album? I believe the maximum photo you can into 1 album is only 500 photos ( I think so...). Has anyone written a script to choose and select the maximum Google photos to be put into albums automatically via some kind of scritp ? Thank

Sorry Robert, no scripts known.  Manual upload or Backup and Sync with the following notes.

Maximum photos per album 2,000 - you can drag and drop a folder of 2000 and use the Add to album dialogue at the end of upload. Pitfalls requires steady Wi-Fi and internet connection and must be files with :256 pixels in any one side.

Maximum 500 for selection and moving around

Maximum 200 for bulk date changes (not official, may have changed)

Photos (jpg) will be presented in chronological order in the library if they have a valid Exif:DateTimeOriginal and can be sorted oldest/newest in an album
Images (png) will be presented by file modified date or upload date (mixed reviews, haven't checked recently)
Sorting by filename not available
Some of these restrictions may have workarounds, I can advise further if required.

Backup and Sync can automate the upload on a folder by folder basis with subsequent adding to albums with the 500 limit

Can advise specifics if required,

Robert, just to update that uploading 2000 photos manually is flawed. I dragged and dropped a folder with 2000 photos in it and it stuck at 2004 out of 2048!! I left it a couple of hours with no change so aborted and it came back saying 2000 photos uploaded, but without the option to add to album.  Tried to add manually but it was still processing them so I gave up until today when I could add 500 at a time.  But even this is not wothout problems, selecting Uploaded yesterday highlighted 500 which I added to an album then the focus went back on the most recent 500 forcing me to scroll dow to the next 500. I worked round this by Archiving the first 500 before going to the next batch. Not a pleasant way to spend your day, Peter

Thank you all for your replies and suggestions. Finally I decided to add my approximately 20k of Digitized old photos MANUALLY to Google photos. Just to play it safe, I only choose 450 photos per albums instead of the maximum 500 per album because if you try to add 1 additional phone or 501 photos into an album, the album creation process will fail. I therfore choose to add only 450 photos. It is a very long time consuming process and I am still at it as of today. I started the project yesterday and it will properly take me take me 5 to 6 days  to complete because of my other daily activities. One more thing, the process to upload about 450 photos to Google photos is network EXTENSIVE!!! I am. Uploading my 20k with my Macbook Pro directly attached to my VERY VERY VERY FAST COMCAST MODEM INSTEAD OF USING WIFI. If you're using wifi, at least in my case having about 20 000 photos, using wifi to do the job would be a nightmare. Thanks again!

There is a better way to do this. Organise the pictures into folders on your computer, then use PicBackMan (picbackman.com) to upload them and convert the folders into albums.
