Hi,

When you use the option to free up space, the photos on your local storage (that appear in your Library under screenshots, or camera, for example) are removed and the folders will disappear. 

Note: These folder views are dynamic. The folders will show again when you take more images or create more screenshots. They disappear when empty.

Have you allowed the Google Photos app to use the internet data in background?
 
Next, perform this critical action. Before going for "Free up space", please create a local backup by copying the content from the phone to some external HDD or USB storage device.
 
Next, when the quantum of photos awaiting the free up action is too large & also the phone has very little space, the "free up space" command fails to do anything. 
Also, the app may crash.
 
To mitigate the problem, please start deleting manually. 
To do so, tap to open the photo and slide up.
Below the pic, if you find the suggestion "Backup now", tap on that first.
Once complete, tap on "Delete from device". Now, the photo will get removed from the phone storage.
 
Once a sizable space is free, you can try using the "Free up space" option again.

You get unlimited storage in original quality at no charge for all photos and videos backed up to Google Photos from Pixel 3 until 31 Jan 2022. Photos and videos backed up on or before that date will remain in original quality at no charge. Ok, thanks it's mostly clear - it's not fully clear however.

I had the pixel XL until November last year, 2021, where I upgraded to a pixel 4s.

Therefore my additional question is, does this mean that if I change pixel models (XL to 4S in my case) - does that mean then that my storage criteria changes based on the new device, or is it persistent based on the old device?

I had to use smart storage to clear up some space for an upcoming trip. The pictures are safe in the cloud and accessible from the Google Photos app. I just bought a new Google Pixel with more internal storage and I would like do reverse that action, redownloading all my cloud pictures back to the device to the way they were so I don't have to rely on my country's crappy internet to load a picture for 10 seconds whenever I want to see a hi-res version of it in the app.

Is that possible to do or am I screwed?

Well and truly screwed. Unless you transfer via a USB from a computer or download one at a time with Save to device in the app there are no other options available.
 
Bulk transfer seems to be especially risky at the moment with duplicates being backed up again if the originals have been edited.
 
What you could do is scroll through your photos when you have good WiFi and the app downloads enough data to see the full screen copy and holds this in the app Data so theoretically, once viewed at full screen internet should not be required for future viewing. I'm not sure of any limitations but something worth trying.

Library sharing refers to setting your account up so that one other person will always be able to see all of your pictures as soon as you upload them. 
 
Read the official Google Photos Help page for more info about that: 
Share your Google Photos library with a partner
 
Album sharing is different. You can create an album and share it with as many people as you want to, but those people will only be able to see the pictures in that album.
