Sorry to say this. You can't restore your deleted photos. Because we can only recover the photos, if photos are still in Trash folder.

As mentioned in this help page,
If a deleted photo isn't in trash, you can't restore it. You won't be able to restore a photo if:

You moved it to trash more than 60 days ago.
You moved it to trash, then emptied your trash.
You permanently deleted it from your trash.
You permanently deleted it from your device's Gallery app, without backing it up first.

Sorry to note the app is crashing.

However, can you take the following two immediate actions?

First put your device in the aeroplane mode. Then open the app & turn off backup & sync.

Next clear the cached & stored date through the steps below.

I suggest you clear the cached & stored data of the Google Photos app & then reinstall the app.

You can do that through these steps.

On your Android phone, open the Settings.
Tap Apps and notifications.
Tap Show all apps.
Tap Google Photos.
Tap Storage and cache.
Tap Clear storage.
Next, uninstall the Google Photos app.
Power off the phone & then restart.
Install the latest version of the Google Photos app through the Play Store.

Log into your profile & see whether that mitigates the problem.

Nevertheless, to understand the root cause will need a lot of experimentation. Are you willing to do that?

To find the info related a QR code, please follow these steps.

Take a photo of the QR code.
Open the pic through google photos.
Tap the lens icon at the bottom.
That will launch a web search & show all the relevant results.
If you wish to improve the accuracy of the results further, then adjust the four corners of the focus area.
That will refine the results further.

Unfortunately, you cannot bulk download photos to your device on the Google Photos app. If you really want to bulk download photos, you can select and download up to 500 photos each time on the Google Photos web app.

To bring back the pics to your phone's gallery either, you can download photos one by one.

Regrettably, there is no option to do so on a batch of photos.

Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.

However, that will not restore the local folder structure.

There is no requirement to join Google One. The option is available to everyone.

However, the method may not be helpful to recover something when the count is more than two hundred.

Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.

Select the Google Photos app for data download.

Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.

That will bring everything to your phone.
