When you open the trash bin you should see "Empty bin" under the 3-dots on Android. 

In the web app you see it right away.

Hello - I deleted all files from Trash bin as well but even after deleting from Trash bin, space is not clearing up. There is a 60days retention policy once files deleted from Trash bin and I want to by-pass that period since I am facing storage issues. Thank you.

That's not correct. When deleted the files stay 60 days in trash bin. Once deleted from trash bin they used to be available a few weeks via Google Drive Help but that is probably no longer the case. 

 

There are frequent complaints that it may take very long before the storage is recovered after deleting items, if ever, which may at least partially be due to deleting items which do not use storage: photos/videos uploaded with setting "High Quality" before June 1, 2021 did not use any storage, thus deleting them does not help.

Why there is no option to disable screenshots uploading.

Google Photos automatically uploads everything in the DCIM folder. On certain devices screenshots are saved to a “Screenshots” folder inside “DCIM”. This makes Google Photos automatically upload them under "Camera".

This is an old issue (see https://support.google.com/photos/thread/91562 and many others) which was never solved. In some older threads I found some suggestions for a solution:

• The simplest suggestion is to hide the screenshots in Google Photos by "archiving" them.
  Note that deleting from Google Photos will normally also delete from the device. 
   
• This seems to work on some Android devices, but on others it seems to create another screenshots folder under DCIM the next time you take a screenshot:
  "Go to My Files > Internal Storage > DCIM and find the screenshots folder.
  Move it out of the DCIM folder, for example to Internal Storage."
   
• Some (for which the above does not work) use an automatic file mover to move the screenshots out of the original folder to a folder that is not set to be backed up.
