It might create an awkward workflow at times, and I am really not recommending this, but it probably meets your stated goal....
1. Keep your Google Photos App closed.
2. After taking photos or screenshots and BEFORE opening the Google Photos app, use the "iOS Photos" app to delete unwanted images.
3. Open up the Google Photos app, give it time and check for the "Backup complete" message.
4. Close the Google Photos app.
I guess you could also turn and and off "Back up & sync" in the Google Photos settings... this would also be awkward.
Somebody else might join the thread with other, possibly better ideas.
Caveats:
Google Photos and ~iCloud Photo Library~ use different approaches to data management and should not be used to backup images simultaneously - doing so can possibly result in lost images..
NEVER use the Trash can to delete images unless you want them deleted everywhere and forever.
Always backup important, critical, unique images in more than one place. It is easy to back up an iPhone to a computer using the Lightning cable.
"Free up space" in the Google Photos app is the safe way to remove images from your device but keep them in the Google Photos cloud. "Free up space" is located in the Utilities section of the app. Personally, I always use "Free up space" infrequently because I schedule it based on significant activities (like a month after returning home from a trip when I have taken a lot of photos and after I have backed up my images offline).
It is always a good idea to store important images in more than one place / tool. My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).
