I'm transferring photos from one Google Photos account to another because the new account is a paid account with a higher storage limit and I don't want to start paying for my free account when I already have paid features available to me.

My questions:

1. Is there a way to upload the Takeout backup files Google sent me from my old account into the new account? If yes, how? And will it preserve any metadata like albums, learned faces, dates, etc or will it just be random photos everywhere that I have to manually organize?

2. If I "add a partner" and share the entire library with the new account to get the library to the new account, but then sever the connection and delete files from old account (to get under storage cap), will the files still remain in the new account since the connection is severed, or will they get deleted in the new account as well since they are merely shared from the old account?

3. Is there another option I'm missing?

No proven, reliable, and clean way that I am aware of (other opinions are welcome).

If you are positive that the images have been "added to the Library" of the new account (and you have given it plenty of time) there should be no problem.  (See "Method C" below).
 
3. Is there another option I'm missing?
 
Nothing free and/or easy and proven.
 
Not in any straightforward proven way that I am aware of which will yield clean results (other opinions are welcome).

There are several approaches here:
 
Unfortunately,  High Quality photos from prior to June 1, 2021 in your old account which did not count against your storage quota (not that it probably really mattered in a school account) will count in your new account.   
 
Method C is probably the easiest, but it does not move albums.  You could combine Method C (probably first) and then Method B if albums are important to you.  There is a possibility that Method C won't work (depending on the configuration settings at you specific school).
 
Work slowly, and deliberately.  Don't delete anything until you have done some reasonableness tests, and be careful that videos have completely transferred.  Wait for several days after you are sure that everything has transferred (just call me superstitious). Actually, you don't really need to delete anything in the old account, you can let it just fade away if you want.
 
Other opinions and ideas are welcome!
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

Unfortunately GOogle Photos albums do not have the best sharing management. Either an album is shared or it's not, and once it's shared anyone with the link can access the album, it's not limited by account.
