I am not user why you would want to do this, but you might find this article interesting.

Note: the approach is a little cumbersome because it is a bit of a hack, but it works, I just tested on an iPhone 8 Plus running iOS 11.4

Honestly, it is strange to want to convert a single image to a pdf file, but there may be some strange use cases.

I backed up all of my photos after having some issues with google photos. I don't know why on earth they populate via date and on the folder structure that I have on the phone. However that glaring issue aside, I removed all the photos on google photo except for certain ones and then removed from the trash (after already making a back up on my computer). Now when I recopied them to the phone and backed up the photos (which said it was backing up 1042 photos), but none are on the google photos website to be seen. Where on earth are they all of a sudden? I would like for this to be resolved as soon as possible as this is inexcusable.

Did you get a notification on your phone that backup is complete? It could be that it's still uploading
 
Also, if you already have the photos on your PC, why don't you backup directly from the PC?

It told me it was finished and Google claims to have 1000+ photos on my account, but there are barely even 580 there (been that way since those are the ones I left on Google photos).

The reason I won't upload via my computer is that when I copied to my phone as is it duplicated a few photos as random after the copy to the phone was finished. Not sure why on Earth that happened and why the other photos won't show up.

I regret moving from my note to the pixel right now as the Google experience has been more taxing than it should be. Never had to deal with Google so much (even with Android before) so I'm not sure why it isn't as easy an interface as my previous phone or my iPad (and I'm not a big apple fan, just the best way to watch my tv/movies on the go).

Really hope there is a way to fix whatever is going on.

If the photos are not appearing on photos.google.com , then it means the upload was not successful.
 
Meaning you would have to upload again, make sure you have Auto backup & Sync enabled while connected to a strong wifi.

I did have wifi connected, that's the only way I'll do a backup. The backup itself has the cloud with a checkmark, so even though it has that it could still be an error? They are currently all on the phone, so are you claiming I need to wipe the photos off again and then remove anything from my google photos again to attempt a backup? Seems bizarre that there isn't a less taxing way to get something to back up again unfortunately. If that's the case I'm not sure I'll even bother with google photos, don't know an alternative to use so I'll probably just do that anyway.

I deleted the Photo app cashe and Data because it was stuck uploading a file with no photo preview (1 item remaining all time). After that the app tells me that there are 250 items to upload and restart to upload the photos from DCIM storage and dublicate them on app, even with the same name. 
What can i do to stop this process?

 I cant effort to delete them manually.

Usually you would not see duplicates if the pictures being uploaded are exactly the same size, same file name. Are the 250 items smaller versions of the photos that are already uploaded?

I noticed that there are dublicates of only the existing photos on phone memory, and only those with google photo filters applied. The photos are exactly the same but those on the phone (with bigger size) don't have the filter settings saved. Those on on google server have the settings saved. What should i do?

Answer:

If you have uploaded in "High Quality," your photos will be compressed and will not count against your Google storage. So you could just ignore the fact that you are seeing duplicates. 

Another option would be to carefully delete the duplicates. There are some suggestions here:
