The delete options on Android are as follows
- Free up space checks that a photo is backed up then deletes it from the local storage
- Delete in the Google Photos app using the trash
- Deletes both the device copy and the backed up web copy
- If internet access is available the photo is put in the web trash and is permanently deleted after 60 days
- If Internet access is not available the photo is put in the app trash and is permanently deleted after 30 days or when the app data is deleted
- Delete in the app using the 3 dot option to Delete from the device, either singly or by selecting a batch
- The photos remain backed up and can be seen both in the app and on the web
- Delete using a Gallery app (Gallery Go etc)

To entirely delete the photos stored on the cloud, please follow these steps on your Android phone.
- First, turn off backup & sync.
- Next, uninstall or disable the Google Photos app on your phone.
- Next, open the link https://photos.google.com through any browser on your phone. Log into your Google account if the browser asks you to do so.
- After that, go on deleting the pics one by one. You can speed up this step if you do so through a desktop PC. There, you can select multiple pics through the Shift + Mouse key.
- Once you have deleted all the pics, empty the trash bin also.
However, if the collection is sizable, you may not see the intermediate stop of storing the pics in the Trash.

Storage will only decrease if Original size photos, Storage Saver photos, or unsupported videos are deleted.
It may be possible to Recover storage at https://photos.google.com/settings which compresses and replaces Original size with Storage Saver size.
Head over to https://photos.google.com/quotamanagement This should give a clue on where the storage is being used. Large photos and videos >5MB are listed and can be reviewed by tapping on the thumbnail to open then select the (i)nfo icon to see more detail about the files.
If you delete 1000s of High Quality photos uploaded prior to June 2021 then no storage will be recovered because they do not use any storage.
All photos added after June 1st 2021 can be found at https://photos.google.com/search/_tra_ and all use storage unless added as part of Partner sharing.

You can still view the descriptions on photos.google.com in the infopanel at right like shown below:

You can hold that panel open while going forward, but I find that quite disturbing because of all other technical info visible.
When you close the panel, the text is visible in white left down and will stay visible if you use the right arrow-key instead of the mouse for going forward. At least in my Chromebrowser :-)
You may find that disturbing too, but then you should suggest a better solutiion via the feedback option in the main menu under the 3 small lines on photos.google.com

Do you mean that you cannot change the "feature photo" as follows:
- Go to the people album of a given person
- Open the photo you want as "Feature photo"
- Tap 3-dots > Use as feature photo
What you describe ("changed overnight from what I had chosen yesterday") is strange and difficult to advise on. You can clear the cache.
