I have deleted all email history with this person. I have removed them from other contacts in Google contacts. I've tried clearing data for the photos application. Nothing I can do settings wise seems to remove this random person from the Google photos share menu. 

How do I remove these random people or change who shows up in the suggested share menu for photos. This is driving me absolutely insane that random people are showing up in the share menu.

Google says in the info: "Google suggests people you share with based on your interactions" without telling us which interactions. I once saw a name of a person I know, but never had sent or received email and who is not in my contacts. It turned out that this person joined an album I made for a club. The club posted a link to the album on its website. Than one "interaction" was sufficient to suggest it for more sharing.
The only thing I know of to get rid of it is for example to send a mail to 8 other people. I did that as a test. The 8 suggested people were replaced by these 8 new names, but they were also replaced soon after.

Hi Vince,

Welcome to the Google Photos Product Help Forum!

This is a user hosted forum which has nothing to do with anybody's data plan.

The normal way for spouses to share photos in Google Photos is for each to have their own Google Account (typically Gmail.com) and then use Partner Sharing.  You could use the same Gmail account, but that is likely to create some confusion, functionality issues and some security concerns.

Since you apparently use iPhones, you might consider using iCloud Photo Library (especially IF you are already paying for iCloud). I am not an expert on the sharing capabilities in  iCloud Photo Library.  However, only use Google Photos or  iCloud Photo Library - not both (unless you do a lot more research).

"I deleted files from the trash because I already had them in my second Gmail account but when I did so the videos were deleted from BOTH ACCOUNTS."
The fact that you see photos or videos in the Google Photos app on Android does not mean that they are uploaded. The app also shows photos that are on the device, but not uploaded. 
I suspect that the photos were only uploaded to one account, and not to the other.

If you have downloaded the Google Photos app and signed in to your account and do not see your photos, then it seems like the photos on the old phone were not syncing to Google.
 
If you still have the old phone, go in to the Google Photos app, go to settings and enable Backup and Sync to see these photos online or on a new phone.
