When you delete a photo in the phone's Gallery, and it disappears from the Google Photos app, that indeed seems to indicate that the photo was not uploaded to the Google Photos cloud, otherwise it should still show the cloud copy. To be sure that a photo is uploaded to Google Photos, you must go to https://photos.google.com/.

Not syncing Julia, just showing what you have on phone like any gallery would do. 

Maybe you have almost nothing stored at Google, but even so: that is fully private. 

Assuming that you are not creating albums at Google for sharing.
