The extra storage you're paying for is not linked to a particular phone. Google cannot increase the amount of storage available in your hardware. The storage space linked to a basic free Google account is 15GB. If you choose to purchase a Google One subscription, the additional storage you get is tied to your Google account, not a specific phone. So, it does not matter which device you use to access your account. Thus, there is no "switching" your Google One storage capacity to a different device. 
 
You should read through the Google One FAQs to become more familiar with the service you're paying for.

My daughter has an Android phone Moto g6 and she has a personal Google account and an organizational Google account from her school. She switches accounts to check her emails. She takes photos with her phone but today we realized some of the Google photos go to her personal and some go to her organizational account.  We can't find an account selection on the phone app and don't know how to ensure all photos taken with the phone go to Google photos of her personal account.
Now we want to download all photos from her school organizational account to our computer but in Google Take away page it says "You have no services enabled for which data can be exported". Apparently that service is disabled from her organization. It is possible to open and save each photo one by one but that's a lot of effort and time. Is there an easier way to download these photos and how to control to which Google account photos taken with the phone go?

When you tap the profile icon in the Google Photos app, that will display the email ID of the active account along with an inverted cap " ^ " (Upside down) adjacent to that. 
When you tap on that cap, the app shows all the available accounts and enables switching to a different account.
 
You can download pics in bulk through the web app on a desktop. There you can select multiple pictures with a combination of shift key + mouse & then download that.

Switching Google photos account works but it would have been more intuitive and easier if switching and indication of the account is on the camera app. I don't know if that implementation depends on the creators of Android or my Moto phone. I open the camera app by shaking the phone to take a picture quickly but if I have to switch accounts it becomes much longer action.

Downloading from the institutional Google account worked after selecting a range of photos with Shift + click but the limit to 500 items is making this process longer for thousands of photos than downloading all at once from the personal account.

To do so, please follow these steps.
  • Tao to open the photo
  • Tap Edit
  • Slide the menu bar with the leading tab "Suggestions" towards the left to reveal the option "More". Tap on that
  • Slide the menu bar with the leading tab "Markup" to reveal the option Snap seed. However, that will be available only when you have Snap Seed installed on your phone
  • Once in Snap Seed, tap on the Tools option in the bottom row,
  • On the next screen, tap on "rotate"
  • Now, in the bottom bar, you will see a filled and another hollow triangle juxtaposed. Tap on that.
