We are not receiving GMAIL because the video on the phone is automatically backed up and the drive is full repeatedly.
The video was accessed and deleted several times from the desktop via the website, but the video was backed up again a few days later, causing the drive to FULL again.
Is there any way to exclude only those video files from automatic backup?

If you've deleted them from Google Photos and want to restore them, please know that photos/videos deleted from the Google Photos library, goes to the Trash for the next 60 days. So, in case, you deleted it by mistake you can always restore it from Trash folder within those 60 days (post deletion). But, if you don't find it in Trash, probably it must have been deleted more that 60 days ago. Unfortunately, restoring your lost/deleted photos and videos from Trash is the last resort.

If your camera setting is on continuous, you are shooting burstseries by accident. On Photos they are shown as a single photo, but if opened you can choose the best one and discard the rest. But if you are shooting too much of about the same scene, you have to inspect them individually and delete the less good ones.

Like "technical screenshots" or scanned documents or other disturbing but important stuff.

That's a sign of less empty space in the internal memory of your phone.
Google Photos app also needs some memory to function well.
There is no other option but to select less number of pics & then delete.
However, please note, once you delete the pics, that action will replicate everywhere & you will be losing pics on the phone & cloud also.
Please backup your pics to some local external storage before going ahead with your delete action.
