The camera on your phone is encoding some faulty metadata.
I suggest, you contact some repair technician to restore that.
 
Nevertheless, you can correct the pics you already captured, through the following steps.
 
The editor in the Google Photos app allows corrections in the orientation of pictures.
To do so, please follow these steps through the phone app.
  • Tap to open the picture
  • Tap on the edit icon below the picture
  • Tap on menu option Crop. See the screenshot at the bottom "Rotate".
  • Tap on the rotation symbol for achieving a turn through ninety degrees. Each successive tap will add ninety degrees going through 90 -> 180 -> 270 -> and again back to 360 degrees.
  • That will help you correcting sideways or upside-down orientations.
  • If you wish to fine-tune then move the slider above the rotation symbol. That helps in correcting slight misorientations at an increment of one degree.

Sorry to hear this - his is definitely not expected behaviour. Please report it through the app;
At the top, tap Menu Menu > Help and Feedback if you haven't already.
 
Also, try doing on the play store and look for a photo recovery app - these try and recover items taken on your device so you may get some back. Can't recommend any as haven't used one, but have a read of the users comments to see how useful they are.

The safest way to delete from Google Photos is to delete the Google Photos app and delete the photos at https://photos.google.com/

The camera roll will not be affected and Google Photos can be reinstalled after deleting the photos. 
 
Backup should be left switched off otherwise it will re-upload the contents of the camera roll.

If the pictures that were on your old phone are not visible in the Google Photos app on your new phone, that means those pictures were never actually uploaded or backed up to your account. Or you're not logged into the same Google account on the new phone. 
 
It's possible that the pictures you're missing (assuming that you're logged into the same account) were in folders on the old phone that weren't selected for automatic backup. Or maybe the backup process hadn't finished yet. 
 
The only way to verify for certain that your pictures have been successfully uploaded from your phone to your account in the cloud is to visit the Google Photos website from a computer before you sell, trade in, or hard reset the device.. If your pictures aren't visible on the website, then they haven't been uploaded. 
 
If your pictures are not uploaded to your account in Google Photos, the only place those files exist is on your device. Trading in, selling, or performing a hard reset of that device will permanently erase everything stored on it. 
 
If that's the case here, then unfortunately there's nothing that Google or any of the volunteers in this forum can do to help you recover your pictures. Nobody here has access to your account, photos, videos, or other personal information, and Google can't help you recover files it never had in the first place.

Even after Google Photos backs up the pics to the cloud, the originals continue to remain on the device.
 
If you wish to remove those, then open that through Google Photos, slide up & tap on the option "Delete from the device".
 
ALternatively, if you want to remove in bulk, use the free up space option.
Nevertheless, I suggest, you copy your pics to some local storage disc before going for free up space.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.

and run a scan for anything to recover.

To unhide a person that you hid before, please follow these steps.
  • Tap the search icon at the bottom .
  • Tap view all to see the thumbnails of all the persons in people & pets.
  • Tap the three dots at the top right corner 
  • Tap on the menu "Hide & show". Please note this menu works like a toggle. If you tap once, the hidden faces become visible. If you tap a second time, then all hidden persons hide again.
  • Now you will see all the hidden persons with a symbol of eye & a slash across that. 
  • Tap on the eye once. Please note, the eye icon also acts as a toggle. Tap once, the person will be unhidden. Tap a second tome & then the eye will reappear hiding the person once again.
  • Once the eye symbol is gone, the thumbnail of the person will become visible again.
