The interpretation of the message is like so.
 
Your photos occupy 31 GB of space on your phone.
The ones you uploaded before 1st June 2021 are occupying zero space. Say X GB on your phone but Zero GB on the could.
The ones you uploaded after 1st June, say Y GB on your phone Google has compressed those sightly, thus occupying Y' GB on the cloud.
Thus on the phone, the storage is  X + Y = 31 GB.
 On the cloud the storage is 0 + Y' = 8 GB.
 
Believe that clarifies your doubt.

What you observed is the design feature of the Sync function in the app.
 
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
 For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
 
Now since you emptied the bin, there is no way to get back the content through Google Photos.
 
Nevertheless, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

There can be multiple reasons for the backup not to happen.
 
# The quantum of photos to be backed is high.
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.

I have not addressed all of these points (and some of them I do not desire to address), but it seems the point of my phone being in a power saving mode (even if plugged to a power socket) was at least part of the problem:
Now it's alternating between "Getting ready to back up" and "Backing up thumbnails". Will it then proceed from there eventually? (it has not as of now)

I paste my answers in between the points in your list  :

When I try the "free up space" option, again there are some photos that are on my device which are not showing up. The photos I'm trying to save to google photos and remove from my phone are from the last few weeks, all older than 48 hrs. I did restart my phone, which did not help. I want to declutter my device but don't want to lose anything from google photos.

sometimes the app gets confused, what I normally do is to delete the app and restart my iPad. When I reinstall the app it goes through all the photos and realigns the status of the backed up copies then Free up space normally works OK
 
Deleting the app has no effect on the backed up or the device photos, please give it a try,

Thank you! Finally tried this and still getting the message that it everything isn't backed up despite the check mark in the right upper hand corner... Interestingly, when I select them one by one and delete device originals, I do not get a message that they aren't backed up— just when selected as a group. Of course, doing this one by one is extremely tedious and time-consuming. I hope there's a way to troubleshoot the apparently erroneous message about photos/videos not being backed up.

Hi Vera, I think the best thing you could do is to delete the Google Photos app which would isolate and work you do on your device.
 
Check online at https://photos.google.com/ to make sure the photos you want are present and also check at https://photos.google.com/trash and empty if appropriate.  Then use Apple Photos app to declutter your device and reinstall Google Photos before emptying the Recently deleted album in Apple Photos, Peter

Probably you have used the Free-up space option in the app, but that only deletes what already is stored at Google. So you can be fairly sure that these 600 are not (yet?) backupped and perhaps they never will get backupped because it are special files which are not suitable for Google Photos: Apple is good is that kind of abnormal stuff. But if it are normal pictures, that the app was delayed with backupping and that is caused by your iPhone also which may hinder the app for doing its work in background. 
So leave the app open when having good wifi and see if it starts with backupping 600 (that will take long).

@Vera - I am having this EXACT.SAME.STRUGGLE right now and it's so frustrating!! I THINK all my photos are backing up despite getting that message but I'm petrified they are not and I have so many photos (just had my first baby in June so I'm sure you can imagine lol) it's hard to find the time to double check. 

Google - PLEASE try and resolve this issue and get rid of that scary warning message if the photos are in fact backed up properly!!!

The editor in the Google Photos app allows corrections in the orientation of pictures.
To do so, please follow these steps through the phone app.
  • Tap to open the picture
  • Tap on the edit icon below the picture
  • Tap on menu option Crop. See the screenshot at the bottom "Rotate".
  • Tap on the rotation symbol for achieving a turn through ninety degrees. Each successive tap will add ninety degrees going through 90 -> 180 -> 270 -> and again back to 360 degrees.
  • That will help you correcting sideways or upside-down orientations.
  • If you wish to fine-tune then move the slider above the rotation symbol. That helps in correcting slight misorientations at an increment of one degree.
