Welcome to Google Photos Community Support Forum & thanks for your query.
 
To remove pics from the phone gallery but retain the copies in Google Photos is relatively easy.
 
To do so, tap on the photo you want to remove & then slide up.
Below the photo, if you find the text "Delete from device", then tap on that. 
If not, the photo is not there on the cloud & you need to upload that first.
 
However, once the backup & sync is on, never delete the pics directly. Else, because of the sync action, you will lose both the one on the phone and the cloud at the same time.

I have recently purchased a new Pixel 3 and transferred the pictures from my iPhone XS. Many of them are in heic format. The photos have transferred and can be seen in the android file manager. Unfortunately the photos do not show up in the Google Photos App and cannot be opened from the file manager. I reset the Pixel 3 and retried with no success. Google Photos can open the same photos when used on my iPhone. I loaded one of the heic photos onto photos.google.com and it is viewable via Google Photos but I do not want to synch all photos into the Google cloud.

Has anyone experienced and solved this problem?

Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
 
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
 
However, you will find some tips in the following article on how to avoid duplicate photos & how to remove those.

Hi, I have all photos taken with my Android phones over the years on Google Photos.  I've just decided to upload all my other photos taken with my digital camera that are on my PC to Google Photos too.  The photos uploaded from my phones all have the date / time and also show a time zone, eg GMT+2.  The photos uploaded from my PC also all have the correct date / time, but they don't have a time zone.  Whilst the dates are all correct, Google photos is displaying the photos out of order. Rather than just sorting by the time taken, it seems to be taking into account a time zone.  For example, a photo from my phone taken at 13:30 GMT+2 is shown next to photos uploaded from my PC with a time of 11:30 rather than where it should be 2 hours later.  All my other photo organising software sorts them correctly.  Is there anyway around this?  As it is, it makes Google Photos hopeless for organising by time taken.

This is strange.  I've just checked and if I view on the Google Photos app on my Pixel 3A, all photos (whether form phone or uploaded  from PC) are all displayed in the correct order by time taken.  The issue only seems to appear on the web version of Google Photos which seems to be displaying them in the wrong time order.
