I’m sorry, it’s not possible to recover photos permanently deleted from the Google Photos Trash. However, you may install to your Android device a deleted photo recovery app https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.
 
In addition I recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Just open the Google Drive https://support.google.com/drive/?hl=en&authuser=0#topic=14940&contact=1 contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.

If you don want to have your picture synced (=linked) to Google, you should switch-off the backupping in the main settings of the Google app. Then the app only works like any gallery, but also shows what is stored at Google already. 
But then you should decide which new picture should be backupped by your manual commands. 
And that's too much work probably.  

Personally I don sync at all, but connect my phone to my computer to copy the new pics weekly. Then I can select what is valuable and upload that to Photos. Then I have no risc of accidental deletions because uploading is not syncing.

Incase, if you're referring to recover your videos deleted permanently from trash, unfortunately, there isn't any way to recover them.
 
However, still try checking the missing videos on Google Photos library. Incase, if you might have moved the videos to trash, it will not automatically removed from:
  • Blogger
  • YouTube
  • Gmail
  • Google+
If you don't find the videos, I'd recommend you look for your videos here, signing in with all your Google accounts if you have more than one:
    I'd also recommend you contact the Google Drive support team as they can restore photos up to 21 days after deletion if the photos are available in the Google Drive. You can click the "Missing or deleted files" entry of the contact form and request a phone call or any other option that works for you.

    If the sound is coming from the link then it might be an issue from the app. But I just checked it's working perfectly the sound is coming from ios 15 upgraded device too.

    Tap the 3 bar menu option:> Device folders:> then select the photos: Use the 3 dot menu option to Move to folder: SD card folders: New SD card folder: Create new folder: enter new folder name and CREATE. 
     
    Please note that the link to Google Photos remains and if the photos are later deleted they will also be delete from the SD card.
     
    You should also be able to select the SD card as the default method of saving new photos.

    Two things happened to my google account recently - both really strange - but seem that could be connected, hence posting them together. 

    G Photos: 
    I have 100s maybe 1000s of photos backup to my google photos account. It is my primary photo storage/backup. I also had 20+ albums created from various trips. A couple months ago, simply out of nowhere, I found ALL my 100/1000s photos IN THE BIN!  No clue how or wth happened. I was able restore all of them before the bin was purged (phew) - but what the hell? 
    Recently I also noticed that all my albums from before this happened are gone. The photos are all there. But no albums. I guess all the photos going to trash automatically deleted the albums. A bit concerned now about my primary photo backup! 

    Youtube:
    Around the same time as the above happened, I lost all my dozens of subscribed channels on my youtube account (it was a youtube account that is now connected to my gmail account). Also lost playlists. Basically had to start from scratch. 

    Both of the above seem like a weird scary "reset". 

    Has anyone experience either of these? 

    If any google admins are on here - would appreciate your input.

    The safest way to delete from Google Photos is to delete the Google Photos app and delete the photos at https://photos.google.com/

    The camera roll will not be affected and Google Photos can be reinstalled after deleting the photos. 
     
    Backup should be left switched off otherwise it will re-upload the contents of the camera roll.

    It is not possible to stop Google Photos 'seeing' the camera roll photos.
     
    The Google Photos app acts as a portal to view the Device copy AND the Google Photos 'backed up' copy. It does not store any photos.
