Why? 
Is there some stupid organisation around which asks for a photo as a pdf-file instead of a standard jpg-file since Methusalem? 
And thereby causing a lot of troubles for normal people. 
But if you insist, you can find a convertor app in the Playstore: type convert jpg into pdf. 
And blame that organisation because they are insane.

The app always shows what you have on phone like any gallery ("cameraroll") - so without any special settings nothing is uploaded to Google at all. 

PS: not clear why the app is on your iPhone, because in the past it always has to be installed by purpose. So you also can remove the app completely - just like other Google apps like Drive and Gmail.

I (Samsung Galaxy S20) have a shared folder with a friend (also Samsung Android phone). She was able to see the original 75 photos/video I added, and added 310 of her own, but I cannot see any of hers. I added another 24, which she can't see. In other words, other than the originals added when creating the folder, we can each only see our own photos.

I have cleared the app cache, logged out and back in, and completely restarted my phone but nothing is making the shared photos appear for us.

That is weird and only can happen with girls of course :-)
There is no Google here - just private volunteers and it is very timeconsuming for us to check such obviously normal situations. 
So I start guessing: albums at Google are not on you phone, so for all actions the Photos-app on your phone has to be logged-in to the same account as used when the original album was created and that should be the same account as used in the backupsettings of the app under your profile. 
Do check that at first. 
Furtheron: the app can have a blackout due to whatever upgrade, so you always should check what you really have at Google at photos.google.com in the Chrome-app which is logged-in to main account for your phone.

Deleted albums leave no trace indeed, but the individual photos still should be in the mainstream on the Photos-page - so theoretically you are able to rebuild these albums.

PS: Google albums use no additional space in your account because they contain no copyfiles, but just links to the mainstream.

I have a user-question about uploading photos from my iOS to Google Photos: How does the app go about selecting which 5,000 photos to delete? Is there any way to choose?

More specifically, my 64GB iPhone has run out of space, despite the fact that I am syncing to iCloud and I do have "Optimize iPhone Storage" selected. I suspect that the "photos" portion of the 64 GB are the thumbnails of the 100k+ photos in my camera roll. So even though my iCloud storage plan is 2 TB (with only a small fraction of it used), I don't have enough storage on the phone.

Anyway, I found a workaround to this without having to upgrade to a 128 or 256 GB phone: I can just transfer my photos onto my Google Cloud via Google Photos, and then delete them from my iCloud. Once my photos have been uploaded, I get the option to Delete 5,000 files off of my phone using the Google Photos app. My question is: How are these files selected? It doesn't seem to be in chronological order. Is there any way I can designate which photos to delete?

Also, how much of the metadata is retained once the photos are transferred over? Will I lose any file info? Does it keep the Live (.HEIC) photos? What about albums? Do those transfer over?

Finally, it seems to take a while for the photos to be permanently deleted from my Trash. I know this is an Apple question, but I'm hoping someone has experience with this... How long does it take for the actual Deletion to go through? (In my experience, I have to permanently delete the 5,000 in batches once they're in the trash bin. Otherwise, they keep reappearing.)

If you want to reduce the diemsnuons of the picture, you can crop it through the editor.
 
However, if you are lloking for size reduction in bytes, please follow these steps.
 
For that, you need to use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.
