You can find info about storage used and files using most storage in different places. It's not clear why there are so many, partially overlapping, but none is complete, and none suggests to use "Recover storage" in https://photos.google.com/settings to reduce storage used by photos/videos uploaded with setting "Original". It's recommended to look at all of them.

https://one.google.com/storage how much storage is used by Drive, Gmail or Photos
https://photos.google.com/quotamanagement shows large files, blurry photos, screenshots
https://one.google.com/storage/management shows deleted (= in trash bin), large and other items like "unsupported videos"using most storage.
https://drive.google.com/drive/quota largest files in Drive

Storage used by Google Photos can be recovered:

By deleting photos/videos, but there are many complaints that it may take very long before the storage is recovered.
The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to "Storage saver" quality, using substantially less storage. Save the ones you want to keep in original size somewhere else before you use this option.
Recover Storage is no longer available as an option when you are a Google One Subscriber, but if you switch from Original Quality to Storage saver, you will be prompted to recover storage.
By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage.

I have checked all the steps which you provided but no luck. I am still facing the same issue even I have checked unsupported videos as well there is nothing on it. I have checked my Gmail, Google drives storage as well. There is nothing much. You can see below in the screenshot it is still 11.9 GB of data in the Google photos section. I don't have much data in Google photos more than 5 or 6 GB. I am unable to upload my photos on Google photos because of this. As said in my former post, "there are many complaints that it may take very long before the storage is recovered (after deleting photos/videos)." How long ago did you delete items?
It is possible that using "Recover storage" on https://photos.google.com/settings is faster to recover at least part of the storage (unless you already did this recently).

I think that I cannot add more: we are not the "Team", just volunteer users trying to help ...

You don't mention what platform that you are using, but the general advice:

when uploading images to MOST applications, the image needs to be on the device (or computer) which you are using.
if the image is not on the device (or computer), you can select individual images and easily download them to your device (downloading multiple images is more complex) via the 3 dot menu.

Open the Google Photos App; go to Menu (three short-horizontal lines in upper left); next to your email address select the small down-triangle; select Remove Active Account; shut down your phone; restart your phone; open the Google Photos App and sign in to your account again. Then select an image you would like to Move to a folder on your phone and see if you are now able to do so.

If you already moved the pictures to another folder but it still is in the original folder, as an example: a photo moved from the WhatsApp folder in Google photos to another folder; can't be removed without affecting the secondary folder, what you need to do is to delete the original folder, in my example it will be WhatsApp folder on photos, thereafter the picture or pictures will be removed without affecting the destination folder, when new pictures arrive to whastapp the folder will be created automatically again

Apparently you can't use this feature even though it shows on the phone. Sounds like no one has gotten it to work.

I can move photos on my computer when I connect my phone so that it looks as though I have moved photos from one folder to another, and it will show the move the next time I hook up the phone and computer, but the move isn't reflected on the phone, only on the computer!

The issue I've seen for the last year or more (and still present) is that when you use Google Photos to move content from one folder (directory) to another, it moves but takes forever and you continue to see cached content. For larger files like movies, sometimes the move is botched entirely and the file becomes corrupted. For smaller files that do move, I'm seeing duplicates in both locations. If I delete the duplicate in the original location, it deletes both. It's as if Google Photos simply creates a symlink and doesn't actually move the files. I've tried clearing app cache and storage, but all that does is temporarily fix it or sometimes I'm left with gray boxes where the file used to be (see attached screenshot) and these bogus files are 0 KB in size. I was using a third party file utility app before that Google has since removed from the Play Store but until Google decides to fix this annoying bug, you may want to look into an alternative file manager for moving images.

Yeah this is an absolutely rubbish 'feature'. Google photos in general seems to be. Really really disappointing. The ability to move a photo or image from one folder to another is a basic and core user requirement, yet Google can't seem to sort this out.

When an image is moved 'move to' on a smarthpone, the image does get moved, but it (or a preview of it) remains in the original folder. This acts more like 'copy to' than 'move to' which renders the whole process utterly pointless.

There should be absolutely no need to delete folders after moving images from one folder to another, file transfer should be a pretty bog standard operation without the need to delete folders, delete or sign out and back into accounts.

Im sure im not the only one that knows Google photos is easily the most user (un)friendly gallery apps Ive ever come across.

I just found out how to fix this. The easiest way is to just text yourself the picture that can't be moved. Then go into your photos and delete the picture, make sure you do this BEFORE you save the picture from the text. Go back to your text and save the picture to your phone. When you go back to your photos, you will see it there and be able to move it.

As a paying customer I am pretty disappointed that this feature, which I relied upon has been removed. But more frustrating is that the alternative instructions don't seem to work. They state that you now have to upload pictures to Google Photos directly, but you can point the uploader to your google drive. However only .jpg, .gif, .webp, .tiff or .raw file formats are supported. I tried following the instructions using .raw images, and when I point the uploader to a subdirectory of google drive which has .raw images in it, it finds no images to upload. Anybody else have this problem?

It uploads fine using Upload from computer and in Backup and Sync so I will report it as a bug to Google.

If not, then is there any way where I can at least make Google photos my main viewing gallery? When posting on Instagram, it still uses the Samsung Gallery app as the main source of pictures and videos, making it difficult to be able to post any videos or pictures taken in the past.

Of course you can't reverse the free-up space action anymore, but you also should blame Google via the feedback option under your profile because they should have been much more clear what was going to happen and also their link to "More information" is not helpfull at all, even if you would have read that info.

The only simple repair option is to install the free Google One app because then you can restore 200 recent pictures and probably they will appear in the "album" (=folder) named Restored in your standard gallery.

And that maybe enough for your Insta-app because you will have many fresh pictures in your gallery soon enough. And in the rare case you need an older picture, you can download it individually from the Google Photos app via the 3 dots.

We can't help that Google Photos app has no multi-download option and all other workarounds are much too complex and timeconsuming for normal users (but see Download back to device).
