When Settings  are fine in  Android Phone,
(Settings  For Android Phone),
Photos / Videos are backed up and synced  successfully into Google photos,
You will get the photos and videos here,

Open the link and confirm your Google photos App is up-to-date,
When the link open,
Go to 3 lines Menus at top left,
Select your picture,
Select Account in case of Multiple accounts .
Check in All  Folders,
Or, open Google photos App and check for photos,
Or,
Check Trash folder for deleted photos,
Can be recovered from Trash within 60 days after the deletion,

Still problem persists,
( In Android Phone )
Go to Settings > >> photos>>Clear cache> Clear  Data,
Check Settings in Google photos,
Open Google photos and wait for finishing the process,
If the files are not in Trash,
They are not recoverable.

When the quantum of photos to awaiting the free up action is too large & also the phone has very little space, the "free up space" command fails to do anything. 
The app may also crash.
 
To mitigate the problem, please start deleting manually. 
To do so, tap to open the photo. If you find an option "Delete from device" below the pic, tap that.
 
Once a sizable space is free, you can use the "Free up space" option without any glitch.
However, before deleting any picture, it's always prudent to copy those on some external HDD. That eliminates the chance of any accidental loss of the media from the phone or cloud.

But it makes no sense to delete files one-by-one unless it are very large moviefiles which has caused your lack of space suddenly. 
If these files are very recent, they even may not be backupped and processed completely. So you also need to convince yourself that they are stored correcly at photos.google.com in the Chrome-app. 

Better to use the Google Files app for starting to delete all from before this year, because bulk deleting in the Photos-app also will ruïne your backup.

It looks like you're trying to restore some photos from Google Photos. If yes, please check if the photos are present in the Trash of Google Photos and restore them through the below steps:
  • On your Android phone or tablet, open the Google Photos app .
  • At the top left, tap Menu.
  • Click on Trash.
  • Touch and hold the photo or video you want to recover.
  • At the bottom, tap Restore. The photo or video will be back:
    • In your phone.
    • Into the "Photos" section of the app.
    • Into any albums it was in.
But if you've already deleted the photos from the Trash from your Google Photos, there is no other way to restorethem.

Apart from two accounts: deleting in the app always causes problems unless it just are bad pictures which should be trashed anyhow. 
At deleting you are removing the local files primarily and with sync on you also remove their copies in the account you have chosen in the backupsettings. And normally that also is the account which is used as your log-in under the small circle. 
But if you are logged-in with your older account for being able to view your older pictures (which are not on your current phone), then you are deleting these older pictures of course because you are viewing their copies on the web only. But that does not remove the copies at Google in your actual account: just check via photos.google.com in the Chrome-app which is logged-in to your actual acount. 
Confusing indeed, but no problem - assuming you are deleting bad pictures only.
