Not clear why you did start with Google Photos on an iPhone and what you are going to loose by deleting a lot - like shared albums or whatever. But at least you should not start by deleting in the Google Photos app, because then you will delete them in your cameraroll and from iCloud primarily.

It also is not clear why you are running out of storage at google, but the most obvious reason is that you have chosen original quality. But first switch-off the backup under your profile circle via settings to prevent further uploads. Thereafter press the Recover storage button at photos.google.com/settings in Safari and then log-in with your Gmail-account. Then your content at Google will get compressed to high quality without attacking anything on your iPhone and that may take a day.

Then come back with the 3 numbers at one.google.com/storage for further advise.

Photos wouldn't be deleted from your device, if it was not backed up by Google Photos.

You can deleted these photos once you have backed up.

Follow the below steps to take a backup.
