The problem is I no longer want these photo albums to be public, and I have turned off sharing options for them. But even with the sharing options turned off, these old Picassa links still redirect to the albums. How do I revoke access through these links?

These old links probably do not open your public albums on Google Photos, but in your archive from Picasaweb at https://get.google.com/albumarchive And you can not change their settings into non-public - thereby it makes no difference to switch-off any sharing of the identical albums on https://photos.google.com/albums
Basically there is no solution for this problem, but I don't think that these old album really are public anymore - unless they also are used in your public blog or site. You can try to check that in the incognito-window of your browser via Google Image search.
Else the only solution would be to delete all these albums one-by-one on Google Photos and then their original contents will stay in the library, but that is accessible by you only.

Perhaps you are thinking that if you have got a new account for your new smartphone, that all old photos and albums can be veiwed via that new account also.
But you have to sign-in with your old account used for Picasaweb on https://get.google.com/albumarchive to see your Picasa-albums back.
Maybe you are a victim of the very last changes at Google to get rid of "Picasa" forever.
If you find your albums in that archive, it is adviced to download them one-by-one to your computer.
Then their contents can be uploaded to Google Photos at your new account.
Just guessing of course, because these old stories are very mysterious and no Google here.

The free up option removes the originals of backed up pics from the phone.
That creates space to capture new photos.
Restoring the backed up pictures would be defeating the whole purpose of the free up space exercise.
To bring back the pics to your phone's gallery either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.
However, that will not restore the local folder structure.
There is no requirement to join Google One. The option is available to everyone.
However, the method may not be helpful to recover something when the count is more than two hundred.
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
That will bring everything to your phone.

The app may also crash.
To mitigate the problem, please start deleting manually.

Once a sizable space is free, you can use the "Free up space" option without any glitch.
