I had connected to a wifi with good network and tried but waiting for WiFi is coming in the settings of photos their is no option related to any network settings. In backup and sync settings their is no cellular data usage option or any other related to network settings which are been shown in the help articles.

Hello Amparo,
 
The Google Photos app acts as a portal to view the Device copy and the Google Photos 'backed up' copy. It does not store any photos. This means that any account you select will see all the device photos but it does not back them up, only the account specified in Backup & sync settings will back up any photos. You can see the actual backed up photos at Photos - Google Photos - Tap here when signed in with each account.
 
All album photos do not use storage, only the master copy at photos.goole.com
 
Albums only contain links to the master copy.

You can't set back what is deleted easily. 
But if you need a picture, open it and select Save on device.

I have several google applications and it appears there is a setting issue with my photos. I am using an Ipone 10X and when I take a picture , it backs up on Google photos and also Google Drive and also Google One.

The other issue is that the photos are duplicated in Google photos.

It is using double the storage ????

FYI. I also back up my photos to dropbox ( I DON'T KNOW IF THAT IS THE ISSUE)

Probably just misunderstanding only
Your Gmail-account provides 15 GB storage space at Google for 3 main applications Gmail itself, Google Drive  and Google Photos. If you need more storage space, you have to subcribe to a Google One storage plan for moving your limit to 100 Gb or more. So that is just a name for one space used by several apps. That Photos uses Drive-space is nonsense: the Photos app does store at Google, but not in Drive unless you have done that yourself. 
See one.google.com/storage and tell us about the 3 numbers you see there. 

PS: don't understand why you need Dropbox in addition - makes no sense unless for a very special reason. And Dropbox is not for free above 2 GB - I don't know if there is a connection to Google Drive for additional storage space and I have no Dropbox installed to be able to check that.

But that is a wrong idea. Google is for safety and they can decide themselves which one shared to the photography class.

Sorry Michael, I do not understand the school-system or any recent changes at Google for these special types of accounts. 
To my impression, each student has a personal account which can be used for a personal backup at Google, also for mailing and storing documents in Drive. And it would not be wise to switch-off the Photos backup to prevent loosing a lot of photos when their phones get damaged or whatever. 
But there also should be an account for the photography class towards they can share selected photos to get discussed and edited. 
It would be abnormal to have a non-personal class account in the individual backup settings of their Photos-app.

Neevertheless, I tried seraching my collection first through Chinese.
Here is a search for fish through Chines (Simplified)
Believe Google translate has converted the English text to Chines correctly.
Nevertheless, I find many fishes in the search result.
 
 
Next, I tried searching bridges through German
Here is another screnshot.
 
 
My experience is, when there are sufficient number of relevant results, that app shows that through any language.

thanks for the answer. The problem is that you're searching the content of the photos, which Google identifies with AI. What I want to do is search albums and photo captions with those keywords, meaning when I name an album "Brücken (bridges)" without any actual bridge photos in it, the search function cannot find it, which should have been the easiest thing to implement.
To try it out, maybe you could put "Brücken" in a fish photo's caption, and see if you can find it with Brücken.

Have you tried changing the device language?
 
Here is an example.
 
First, I set the device language to Marathi & created an album with the name मत्स्यसंग्रह.
Next, the moment I typed मत्स्य, the search result showed the album title.
 
 
 
After that, I changed the device language to Deutsch (Deutschland)
 
I renamed the same album to grünwald.
Again, when I typed Gru, the app displayed the album title.
 
 
You can search in any language. However, that should be the default language on your device.  
 
PS: In Deutsh, I did the spelling mistake intentionally while writing the word Green Forest.

1. My device language is Chinese
2. I named an album 中
3. I refreshed the page and typed 中 in the search field. No search suggestions appeared.
4. After hitting enter, Google Photos said it couldn't find anything.


Actually it seems like not even English works. I tried the exact same with the name "aabbc" and it still couldn't find anything. Looks like something is very wrong with my Google Photos.

I did more tests and got very inconclusive results. Under both Engish and Chinese settings, on Android and PC, I can 

1. Successfully find old albums with English keywords (Chinese keywords still don't work). 
2. Newly created or renamed albums won't show up in search suggestions, but can sometimes be found in search results. Same for English, German, Chinese. I can't find any pattern.
3. Captions in any languages can sometimes be found. No pattern.
4. Interestingly, Chinese captions with more than two characters can't be found no matter what.

Man this is giving me a headache.

That's unusual, you only mentioned 20 to 30 MB. which should be OK unless the pixel size was too large.

Back up your photos and videos
You need:
  • Good internet connection.
  • File sizes that can be backed up: Your files won't be backed up if they are:
    • Photos larger than 75 MB or 100MP
    • Videos larger than 10 GB.
    • Items smaller than 256 x 256.
  • File types that can be backed up:
    • Photos: .jpg, .png, .webp and some RAW files.
    • Live photos can be backed up if you use the Google Photos app on your iPhone or iPad.

To reduce the photo size, you can do so through these two options in Google Photos.
  • Upload the picture in high quality. That will produce some size reduction.
  • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.
