I am not sure the "use without account" is available on iOS (particularly once Backup & sync has been enabled).  "use without account" is not available on my iPhone or iPad.  But really, that is not the primary concern - the storage is already being consumed in your account.
 
Please see this post, the concerns are very similar to yours, and I believe the most logical solution is the same. 
 
Be very careful in the clean-up process.  It is easiest, and probably safest, to do the deletions using a computer browser (and mouse) at: https://photos.google.com/u/0/
 
Do some test deletions after you have turned off "Backup & sync" using low priority images (and make sure they are not being deleted on your iPhone).
 
Deleting videos might be a way to get the best bang for your buck (to make your account functional again):  
 
Other opinions and idea are welcome.

It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

In addition to Doug. 
We have very bad experiences with bulk deletions on Photos since years, so my advise is to solve your urgent problems with mail & docs by subscribing for 100 GB at Google One until Christmas (see one.google.com/storage). 
Thereafter you can delete about 2000 per week from photos.google.com as described here. 
Don't empty the trash immediately but do this the next day before making a new selection after checking if Google lowered the number for Photos indeed. 
If not done in this carefull way, you may stick with numbers which don't go down for an unknown period.

Your Google Account is independent of your phone and number (other than possibly the Recovery Number, but there are different recovery methods).
 
Whoever helped you set-up your new phone should have asked for your Google Account and/or password.  If you use a computer (or a browser, such as Chrome, on your phone), you will be prompted for your user and password when you go to any Google service, such as:
 
Most of the account recovery process relies on your account recovery information (such as recovery phone, recovery email and security questions).

You can show your phonephotos in the Photos-app on your tablet when you are logged-in with the same google-account as used on your phone. But these pictures will not be stored on the tablet itself, so you may need to download a few when needed for a project if they can't shared with some app directly.  
And because of its larger screen, it is much more comfortable to edit your phone pictures in the Google app and then you automatically will get a copy on the tablet. 
Also wise to create thematic webalbums in the Google app to be able to run chronological slideshows and to share good quality and well dated pictures with family - much better then via Whatsapp.

If the tablet has good camera, it is more comfortable to "scan" documents and old prints. And if backup in the Photos-app is switched on for the same account, these scans also can be viewed in the Photos-app on phone. Also these "scans" may need a lot of editing for the best results.

I've realised that my phone wasn't backing up because it was waiting for wifi. I have unlimited data so have changed that now and have been able to backup my photos and can now see them on my tablet. Thank you.

Most people don't want to use their mobile data network for backupping many gigabytes - especially when shooting modern movies.

Google Photos is private - only if you share some selected photos with a trusted person, that person can see these selected ones, but nothing more.

By deleting in the Google Photos app with backup on. 
The app shows your phone content, so deleting will delete your original on phone as well as its copy at Google. They go in the trash on the Library-page and leave them there in case you want some back before 60 days - then they will get deleted automatically forever. 

But most people want the reverse because they are unreasonable :-)

We don't know why this happens to many because Google did not come with a solution sofar.
Probably your phone got in space troubles due to shooting 4K movies and then the app is still busy with backupping them - that can take hours. Can that be a reason? 
Best to use the Google Files app for deleting all from 2020 to make space after convincing yourself that your backup at photos.google.com in the Chrome-app looks fairly complete for that year.

Once your photos have been permanently deleted then you won't be able to get them back from Google Photos, first you'll need to check to see if they're still in your bin. You can find out how to do this by following the instructions at this link here.
