You may have uploaded Original size photos which do count.  Only High Quality uploads qualified for free storage.
 
Storage may be reduced by going to https://photos.google.com/settings and using the Recover storage option.
 
Head over to https://photos.google.com/quotamanagement  This should give a clue on where the storage is being used. Large photos and videos >5MB are listed and can be reviewed by tapping on the thumbnail to open then select the (i)nfo icon to see more detail about files.

I noticed today, and I've noticed in the past that Google Photos sometimes doesn't import all of my photos from my camera roll. It's rare but I've noticed it about 3 or 4 times over the past year. Just today, I noticed that about 7 photos I saved yesterday to my camera roll aren't in my Google Photos when I open it up. They are still in my camera roll, and all of the photos before and after these 7 photos are right there in Google Photos. It's like it just skipped over these and didn't import them for some unknown reason. And I have no idea how to manually import them to Google Photos, it always just automatically imports and backs up. And I have no idea why it's these 7, although they are all ones that I saved right in a row from the same website.

Welcome to the Google Photos Help Forum.

Could you please try uninstalling and reinstalling the Google Photos app to see if it helps? Also, make sure it is currently up to date.

If that doesn't help, I recommend trying these troubleshooting steps in a sequence and see if any help:
  • Do a force restart by holding the home and power buttons at the same time until the Apple boot logoappears.
  • If the application freezes or is not responding, you can force the app to close by holding the powerbutton until the red slider Slide to Power Off appears. Do not  slide the slider. Instead, hold the homebutton for 5 or 6 seconds, and you should be returned to the home screen.
Lastly, you can try the below mentioned steps if all else fails:
  • Go to Settings.
  • Turn on Airplane Mode.
  • Wait a few seconds, and turn it back off.
  • Tap on the Settings icon.
  • Select the General menu. 
  • Scroll to the bottom and tap on Reset.
  • Select Reset Network Settings.
  • The device will take a minute or so to reboot.

Hello Ritwik,
 
Possibly too much for the app, Google are aware, but we don’t have any updates.
 
The safest option is to move the photos to a Computer using a USB cable which has the advantage of being able to recover any lost stragglers.
 
Deleting from the device by using Gallery Go by Google may be a useful method. You can select a group of photos and use the Share option to Upload to Photos, this will confirm they are backed up, then select the same group and move to trash. Back to the Gallery Go main page and use the 3 dot menu to select trash and empty it.
 
If you are sure items are backed up at https://photos.google.com/ you can safely delete using any gallery app

Here are the steps that would help you to delete the album from your Google Photos, so that you can stop sharing those photos with others:
  • Open the Google Photos app .
  • Sign in to your Google Account. 
  • Open the album.
  • At the top right, tap More.
  • Select Delete album. Photos and videos in the album will still be in your Google Photos library unless you delete them from the main Photos section.

Thanks for trying to help. Nothing has worked. There are still photos that look like they should be there but only show as a grey square. When I click on them they just spin. When I check the album's in my phones gallery to see if they backed up, the number of greyed out blocks is the same as the number the back up stops working a,d starts spinning at. By the way, I have an android phone and not an Apple.

Thanks for posting back.

My apologies for sharing the steps of iOS instead of Android.  Therefore, I recommend trying the steps below in sequence, this may help in fixing the issue:
  • Make sure your device is up-to-date.
  • Make sure the App is up-to-date.
  • Try restarting the App through the following steps:
    • Go to your App Settings.
    • Click stop on the afflicted App with the Force Stop button.
    • Wait a few seconds to make sure the App has stopped processing, and then attempt to re-start it.
  • Close the background running apps through the following steps:
    • Go to your App Settings.
    • Display the Active Apps on your device.
    • Select the App you wish to close and Force Stop it.
    • Repeat this step with all active Apps.
  • Try clearing your App cache through the following steps:
    • Tap the system Settings tab on the main screen of your device.
    • Tap the General section of settings that is on the far right.
    • Tap Storage in the General tab.
    • Clear the cache data once storage calculates the data.
    • Back out of the storage section.
    • Tap Applications and find the application in question.
    • Tap the application and clear the cache (if available).
    • Clear the data for the application if there is no cache to clear.
    • Exit the settings screen and restart the device.

Just opened up my google photos app on my new 7th generation iPad and over 20 light grey tiles appearing in the app. When I click on grey tile, the photo is there, but as soon as I go back out of the photo, it turns grey again. This is not happening at all on my iPhone google photo app or a 6th gen iPad we have with google app. Have tried all of the steps noted above by support and nothing works. I even did factory reset on my iPad ( since new) and that didn't help.  Also, if i go on photos.google.com on new iPad, no grey tiles! How can this be corrected?

WhatsApp removes the EXIF data from photos, thus Google photos uses the upload date. This is often the date the photo/video is also taken, but when you upload them later they get a wrong date indeed.
You can manually change the date in Google Photos, but that is not doable for many. I think that some software like EXIFTool can add the file date as "date taken" to the photo.

The Google Photos app acts as a portal to view the Device copy and the Google Photos 'backed up' copy. It does not store any photos. This means that any account you select will see all the device photos but it does not back them up, only the account specified in Backup & sync settings will back up any photos. You can see the actual backed up photos at Photos - Google Photos - Tap here when signed in with each account.
