You can only set still wallpapers from the google photos.

 

Open google photos go to the photo you want to set as wallpaper swipe up on that image or select the 3 dot menu section swipe right-click on > Use as select photos wallpaper.

When the quantum of photos awaiting the free up action is too large & also the phone has very little space, the "free up space" command fails to do anything. 

Also, the app may crash.

 

To mitigate the problem, please start deleting manually. 

To do so, tap to open the photo. If you find an option "Delete from device" below the pic, tap that.

 

Once a sizable space is free, you can try using the "Free up space" option again.

 

However, before deleting any picture, it's always prudent to copy those on some external HDD. That eliminates the chance of any accidental loss of the media from the phone or cloud.

Can you try to do so through another route? Please enter the link https://photos.google.com in any of the web browsers available on your phone. Log into your account & then see whether the photos become visible.

Its only available on pixel device 

 

you can archive that photo and then you can find it from the below steps.
